Ordinance amending the San Francisco Administrative Code by adding a new Article 13 to Chapter 20 to require the City to: 1) include in all contracts for City-funded shelter services provisions relating to the standards of operation of the shelters and the contractual remedies for shelter operators' failure to comply with those standards, and 2) take corrective enforcement measures including seeking remedies for breach of contract against City-funded shelter operators that fail to comply with contractual provisions that this Article requires. Ordinance creating a Mayor's Office of Special Events with responsibility for organizing major special events, like Halloween, that have no private sponsor, facilitating privately-sponsored special events by coordinating permitting and other City support for such events, maintaining a master calendar of special events, creating a web site for special events, providing guidelines to other City departments on appropriate special event policies, working with the Entertainment Commission, Grants for the Arts, the Convention and Visitors Bureau, and the Mayor's Office of Protocol to support existing special events and attract new special events, and issue a report to the Board of Supervisors on the effectiveness of this Ordinance within a year of its effective date, and removing from the Entertainment Commission responsibility for organizing major special events like Halloween, helping event organizers obtain permits from other City departments, and mediating disputes between organizers of special event and people affected by those events. 071528 [Administrative Code - Amendment to Tourist Hotel Conversion Ordinance]
Ordinance amending the Administrative Code to add Section 41F to prohibit conversion of Large Tourist Hotels into condominium projects, allowing the Planning Commission to issue exemptions for conversion of up to 500 units in the following two years, listing criteria for additional conversions as determined by the Planning Commission, requiring applicants for exemptions to provide the Planning Department with certain information regarding the conversion, creating a 120-month sunset period, and making environmental findings. 071536 [Access to and retention of community safety camera recordings]
Ordinance amending the San Francisco Administrative Code by amending Section 19.3 to allow the Public Defender and other criminal defense attorneys and investigators to obtain community safety camera recordings for particular purposes; and amending Section 19.6 to specify the procedures for the Public Defender and other criminal defense attorneys and investigators to request community safety camera recordings and to require that the Department of Telecommunications and Information Services retain the recordings for at least 14 days but not more than 21 days. Ordinance appropriating $8,890,628 of additional Proposition 1B State Funds for street resurfacing projects in the Department of Public Works for Fiscal Year 2007-2008. The department will use the accelerated appropriations of bond funds from the state to fund projects for which design money has already been appropriated and were included in the City's FY 2008-09 capital program. 071218 [Charter Amendment - San Francisco Affordable Housing Fund and Public Accountability]
Charter amendment (First Draft) to add Section 16.127 to: establish a baseline appropriation and set aside the equivalent of the available annual tax of two and one-half cents ($0.025) on each one hundred dollars ($100) of assessed property tax valuation for the next fifteen (15) years to support affordable housing programs; require the Mayor's Office of Housing, in cooperation with the Department of Public Health and Department of Human Services, to prepare an affordable housing plan every three (3) years and an annual affordable housing budget; affirm City policy urging the Redevelopment Agency to use at least fifty percent (50%) of its tax increment funds for low and moderate income housing; and set an expiration date of July 1, 2024.   1. Financing terms that include either a special assessment bond or a revolving line of credit.
  2. The feasibility and added cost of having the partnering financial institution administer the annual assessments for the City.
