TREASURY OVERSIGHT COMMITTEE

NOTICE IS HEREBY GIVEN of the following vacancy and term expirations (in bold), appointed by the Board of Supervisors:

 

Vacant seat 1, succeeding Ronald Gerhard, resigned, must be the County Treasurer; the County Controller; a representative appointed by the Board of Supervisors; the County Superintendent of Schools or his/her designee; the Chancellor of the Community College District or his/her designee; or a member of the public: a majority of which shall have expertise in, or an academic background in, public finance and the combination of whom shall be economically diverse and bipartisan in political registration, for the unexpired portion of a four-year term ending June 5, 2017.

 

Seat 2, succeeding Ben Rosenfield, term expiring June 5, 2017, must be the County Treasurer; the County Controller; a representative appointed by the Board of Supervisors; the County Superintendent of Schools or his/her designee; the Chancellor of the Community College District or his/her designee; or a member of the public: a majority of which shall have expertise in, or an academic background in, public finance and the combination of whom shall be economically diverse and bipartisan in political registration, for the unexpired portion of a four-year term ending June 5, 2021.

 

Seat 3, succeeding Reeta Madhaven, term expiring June 5, 2017, must be the County Treasurer; the County Controller; a representative appointed by the Board of Supervisors; the County Superintendent of Schools or his/her designee; the Chancellor of the Community College District or his/her designee; or a member of the public: a majority of which shall have expertise in, or an academic background in, public finance and the combination of whom shall be economically diverse and bipartisan in political registration, for the unexpired portion of a four-year term ending June 5, 2021.

 

Seat 4, succeeding Charles Perl, term expiring June 5, 2017, must be the County Treasurer; the County Controller; a representative appointed by the Board of Supervisors; the County Superintendent of Schools or his/her designee; the Chancellor of the Community College District or his/her designee; or a member of the public: a majority of which shall have expertise in, or an academic background in, public finance and the combination of whom shall be economically diverse and bipartisan in political registration, for the unexpired portion of a four-year term ending June 5, 2021.

 

Seat 5, succeeding Aimee Brown, term expiring June 5, 2017, must be the County Treasurer; the County Controller; a representative appointed by the Board of Supervisors; the County Superintendent of Schools or his/her designee; the Chancellor of the Community College District or his/her designee; or a member of the public: a majority of which shall have expertise in, or an academic background in, public finance and the combination of whom shall be economically diverse and bipartisan in political registration, for the unexpired portion of a four-year term ending June 5, 2021.

 

Additional Conditions for Membership:

  • All members of the five-member Committee are nominated by the Treasurer and confirmed by and serve at the pleasure of the Board of Supervisors.
  • A member may not be employed by an entity that had contributed to a reelection campaign of the County Treasurer or a member of the Board of Supervisors in the previous three years.
  • A member may not directly or indirectly raise money for the County Treasurer or a member of the Board of Supervisors, while a member of the Committee.
  • A member may not secure employment with bond underwriters, bond counsel, security brokerages or dealers, or with financial service firms for three years after leaving the Committee.

Pursuant to Board of Supervisors Rules of Order 2.19 (Motion No. 05-92) all applicants applying for this Commission must complete and submit, with their application, a copy (not original) of Form 700, Statement of Economic Interests.  Applications will not be considered if a copy of Form 700 is not received.  Form 700, Statement of Economic Interests, may be obtained at http://www.sfbos.org/form700.

 

Next Steps:  Applicants who meet minimum qualifications will be contacted by the Rules Committee Clerk once the Rules Committee Chair determines the date of the hearing.  Members of the Rules Committee will consider the appointment at the meeting and applicant(s) may be asked to state their qualifications.  The appointment of the individual who is recommended by the Rules Committee will be forwarded to the Board of Supervisors for final approval.
