052025 [Residential Rent Ordinance: Landlord may not sever parking/storage/access to common areas without just cause; tenant entitled to rent reduction upon severance]
Ordinance amending Administrative Code Chapter 37 "Residential Rent Stabilization and Arbitration Ordinance" by amending Section 37.2(r) to provide that parking or storage or access to common areas on the same lot, or similar facilities or space on the same lot, may not be severed by the landlord without just cause; and that where such severance does occur the tenant is entitled to a reduction in rent. Ordinance amending the San Francisco Planning Code by adding Sections 249.27, 145.4, 155.5, 166, 167, and 263.18 and by amending Sections 123 (Maximum Floor Area Ratio), 153 (Rules for Calculation of Required Spaces), 204.3 (Accessory Uses in C and M Districts), and 309 (Permit Review in C-3 Districts) in order to create a Mid-Market Special Use District consistent with the Mid-Market Redevelopment Plan as an overlay to existing use, height and bulk controls; imposing a variety of use, density, design and other controls to promote the development of a mix of uses including new housing of a range of types and affordable to a variety of income levels, to support the development of arts, cultural and entertainment uses by among other things allowing additional square footage of development in return for contributions to a Mid-Market Arts Space Fund through the purchase of Arts Credits pursuant to a subsequently enacted ordinance, to encourage the adaptive reuse of historic resources, to encourage active uses along Market Street and other public rights-of-way, to further the City's Transit First Policy by limiting accessory parking, discouraging long-term parking, imposing requirements for bicycle parking and car sharing, and separating parking costs from housing costs; adopting environmental findings and findings of consistency with the General Plan and the eight priority policies of Planning Code Section 101.1. Resolution under Chapter 71 of the San Francisco Administrative Code, conditionally approving an historical property contract between 690 HTC LLC and 690B LLC, the owners of the existing Chronicle Building, a structure with an eleven story tower and adjoining sixteen story tower located at 690 Market Street, also known as conditional landmark No. 243 and the City and County of San Francisco, conditionally authorizing the Director of Planning and the Assessor to execute an historical property contract at such time as the Chronicle Building becomes Landmark No. 243, the Board of Supervisors determines that the rehabilitation plan for the Chronicle Building has been completed, and the City is fully compensated for its time and material costs in processing and administering the application for an historical property contract for the Chronicle Building. Requesting/Inquiring: Requesting the Department of Parking and Traffic to investigate the possibility of prohibiting delivery trucks to park within 50 feet of the driveway entrance on Sloat Boulevard at Lakeshore Plaza. These large delivery trucks create a blind spot for those exiting the Plaza.
