040561 [Increasing the penalty for littering and nuisance violations, and providing for rewards for persons providing information leading to collection of penalties]
Ordinance amending the San Francisco Police Code by amending Section 37, amending the San Francisco Health Code by amending Sections 283.1, 287, and 600, and amending the San Francisco Public Works Code by amending Section 174.2, all to increase the maximum administrative penalty for littering, illegal dumping of garbage, and maintaining a nuisance from $300 to $1,000, and amending the San Francisco Administrative Code by adding Section 10.100-234, to establish a Public Works Littering and Nuisance Violation Reward Fund, to be used to reward persons who have provided information leading to the collection of those penalties. Hearing to consider the recently completed biennial review of the MTA's progress towards its adopted goals, objectives, and performance standards as required under Charter Section 8A.103. Last October, the MTA Board approved a contract entered into between the MTA and Nelson/Nygaard Consulting to perform this "Municipal Transportation Quality Review." The review has been completed and a final report has been presented to the MTA Board. This is the first Municipal Transportation Quality Review conducted since Proposition E was enacted and covers FY2001 and FY2002. Supervisor McGoldrick presented. Hearing to consider a proposed ordinance that would reform the taxi industry by repealing Prop K, municipalizing the process of issuing medallions by making the City owner of said medallions while issuing transferability rights of these same permits to taxi drivers, giving qualified drivers the option to buy such permits as currently practiced in other cities, giving rights to permit holders to sell such a permit at a City auction to other qualified drivers, giving older and disabled taxi drivers an exit strategy to leave the industry with health and retirement benefits and dedicating a percentage of funds raised by the transfer of such permits to health services and down payment assistance for purchase of such permits by taxi drivers.
