Ordinance amending Administrative Code Sections 16.55-1 through 16.55-4 to allow miscellaneous members of the San Francisco Employees' Retirement System to purchase credit for prior public service at any time before retirement, to require the Retirement System to calculate the cost to purchase that service credit based on the normal cost percentage for that service as determined by the actuary, to require the member to pay for all of the normal cost for the service credit, to allow eligible members to choose to receive prorated service credit if they terminate an installment agreement to purchase prior public service, and to conform to changes in the applicable law and Retirement System practices. Ordinance amending the San Francisco Building Code by adding Section 106A.4.1.3 to create a Bernal South Slope Protection Area and require the Structural Advisory Committee to review and make recommendations on specified permit applications within that area, which is generally bounded by the western side of Roscoe Street and the eastern side of Moultrie Street in Bernal Heights, including the undeveloped extensions of Roscoe Street, Porter Street, Bache Street, Andover Street, and Moultrie Street, and to require mandatory denial of the permit by the Director of Building Inspection under specified circumstances; amending Section 105A.6.2 to specify the composition of the Structural Advisory Committee for permit applications located within the Bernal South Slope Protection Area; amending Building Code Section 106A.3.2 to require that the applicant for certain permit applications located within the Bernal South Slope Protection Area provide substantial documentation that there exists sufficient infrastructure to support the proposed residential development and that the proposed emergency access routes meet standards in effect at the time of the application; and amending Building Code Section 1704.18 to require special inspections throughout the construction process for sites located within the Bernal South Slope Protection Area.   2. Budgeted Position Detail for the Golf Fund - For each year of the Golf Fund's existence, a list of the budgeted FTE by job classes for each course.
  3. Rounds Played - Final year-end rounds played at each course for each year those figures are available, up to10 years retrospectively.
  4. Overhead – A description of how department overhead is charged to each golf course, and what department administrative expenditures are included in that overhead rate. Also, a description of COWCAP, how it is charged to each course and what types of city administrative expenditures are included in that overhead rate.
