Each member of the public will be allotted the same maximum number of minutes to speak as set by the Chair at the beginning of each item, excluding City representatives, except that public speakers using translation assistance will be allowed to testify for twice the amount of the public testimony time limit. If simultaneous translation services are used, speakers will be governed by the public testimony time limit applied to speakers not requesting translation assistance. Members of the public who want a document placed on the overhead for display should clearly state such and subsequently remove the document when they want the screen to return to live coverage of the meeting.

Resolution authorizing the San Francisco Department of Public Health (DPH) to retroactively accept and expend two related grants in the total amount of $105,248 from the Public Health Foundation Enterprises (PHFE) to support the  HIV Vaccine Trials Network Study – Parts A and B; for the periods of January 1, 2008 through June 30, 2008 (Part A) and July 1, 2008 through December 31, 2008 (Part B).

5. 081111 [Approval of the Ryan White HIV/AIDS Treatment Modernization Act grant application - $36,118,233] Supervisor Dufty
Resolution authorizing the San Francisco Department of Public Health (DPH) to submit an application for the San Francisco Eligible Metropolitan Area (EMA) by the deadline of September 29, 2008, requesting a total amount of $36,118,233, to the Health Resources Services Administration (HRSA) to continue to receive funding for the Ryan White HIV/AIDS Treatment Modernization Act Grant (Ryan White Programs, Part A); for the next grant year, March 1, 2009 through February 28, 2010. (Public Health Department)

6. 081121 [Accept-expend state grant and amend Annual Salary Ordinance, FY 2008-09 - $400,000] Supervisors Elsbernd, Dufty
Ordinance authorizing the Mayor's Office of Criminal Justice to retroactively accept and expend a grant in the amount of $400,000 from the California Governor's Office of Emergency Services (OES) for gang violence reduction activities, and amending the Annual Salary Ordinance (ASO) to provide for the creation of certain grant funded positions.

7. 081187 [Accept-expend federal grant for emergency planning - $175,783] Supervisor Alioto-Pier
Resolution authorizing the Department of Emergency Management (DEM) to accept and expend retroactively a grant in the amount of $175,783 from the Federal Emergency Management Agency (FEMA), through the California Governor's Office of Emergency Services (state OES), for emergency planning for at-risk and vulnerable populations, for the period of July 1, 2008 through June 30, 2009.

8. 081189 [Accept and expend grant - to support the STD Surveillance Network - $225,000] Supervisor Dufty
Resolution authorizing the San Francisco Department of Public Health (DPH) to retroactively accept and expend funds from the Centers for Disease Control and Prevention (CDCP), in the amount of $225,000, to support the STD Surveillance Network; for the period of September 30, 2008 through September 29, 2009.

9. 080621 [Amending Health Code Article 8 - Food Preparation and Service Establishment] Mayor
Ordinance amending San Francisco Health Code Sections 451, 452, 456.4, 456.5, deleting Health Code Section 455, and amending San Francisco Business and Tax Regulations Code Section 249.1 to include definition for licensed health care facilities, clarify the definition for hospital kitchen, update definitions to be consistent with the California Retail Food Code; add a fee for licensed health care facilities; and add lien procedures for enforcing monetary penalties.

10. 080688 [Helping Hands for Animals Program policy welcoming attorneys to volunteer with the District Attorney's Office to help prosecute animal cruelty cases] Supervisor Alioto-Pier
Resolution approving the  Helping Hands for Animals Program which would welcome private attorneys to aid in the prosecution against animal cruelty as volunteer attorneys under the District Attorney's Office of San Francisco County.

Ordinance amending San Francisco Public Works Code Section 170 concerning garbage receptacles to authorize a waiver process to the enclosure requirements for residential properties.

12. 080847 [Requiring recyclable/compostable bags for newspapers and handbills] Supervisors Mirkarimi, Peskin
Ordinance amending Article 5.7 of the San Francisco Public Works Code by adding Section 184.77, to require any person who distributes newspapers or handbills that are packaged in bags or other wrapping to or upon private property to use only recyclable or compostable materials for such packaging and to impose penalties; and making environmental findings.

LEGISLATION UNDER THE 30-DAY RULE

Rule 5.40 provides that when an ordinance or resolution is introduced which would CREATE OR REVISE MAJOR CITY POLICY, the committee to which the legislation is assigned shall not consider the legislation until at least thirty days after the date of introduction. The provisions of this rule shall not apply to the routine operations of the departments of the City or when a legal time limit controls the hearing timing. In general, the rule shall not apply to hearings to consider subject matter when no legislation has been presented, nor shall the rule apply to resolutions which simply URGE action to be taken.

 

081193 [Prohibiting Sale of Tobacco Products on Property Owned By or Under the Control of the City and County of San Francisco] Supervisor McGoldrick
Ordinance amending the San Francisco Health Code by adding Article 19K, Sections 1010 through 1010.4, to prohibit sales of tobacco products on property owned by or under the control of the City and County of San Francisco.

Meeting Procedures
The Board of Supervisors is the Legislative Body of the City and County of San Francisco. The Board has several standing Committees where ordinances and resolutions are the subject of hearings at which members of the public are urged to testify. The full Board does not hold a second public hearing on measures which have been heard in committee.
Board procedures do not permit: 1) persons in the audience at a Committee meeting to vocally express support or opposition to statements by Supervisors or by other persons testifying; 2) ringing and use of cell phones, pagers, and similar sound-producing electronic devices; 3) signs to be brought into the meeting or displayed in the room; 4) standing in the meeting room.
Citizens are encouraged to testify at Committee meetings and to write letters to the Clerk of a Committee or to its members, City Hall, 1 Dr. Carlton B. Goodlett Place, Room 244, San Francisco, CA 94102.
