1. 992309 [Permitting non-City workers to perform work for the City because non-City workers can perform work at a lesser cost than City employees - Victim services for the District Attorney] Resolution concurring retroactively, with the Controller’s certification that assistance to certain victims of crime and education in community anti-street violence can be practically performed for the District Attorney’s Victim Witness Assistance Program by a private contract for a lower cost than similar work services performed by City and County employees. (District Attorney)

5. 991428 [Truth in Disclosure Act] Supervisor Yee Ordinance amending Planning Code Sections 306.1 and 306.3 to require disclosure in a conditional use or variance application and notice for public hearing of the name under which the applicant intends to conduct business, and requiring that applications be signed under penalty of perjury; and authorizing the Zoning Administrator to reject and delay the re-filing of an application that includes material misstatements or omissions; amending Building Code Section 106.3 to require disclosure in a building permit application of the name under which the applicant intends to conduct business, requiring that applications be signed under penalty of perjury, and authorizing the Director of Building Inspection to cancel and delay the re-filing of an application that includes material misstatements or omissions. (Amending Planning Code Sections 306.1 and 306.3; amends Building Code Section 106.3.)

7. 992209 [Sewer Replacement, Filbert/Rose Streets] Resolution approving the expenditure of funds for the emergency work to replace the structurally inadequate sewer in Filbert Street from Van Ness Avenue to Franklin Street and Rose Street from Gough Street to Market Street - $256,083.00. (Public Utilities Commission) (Fiscal impact.)

8. 992269 [2000-2002 Children’s Services Plan (Charter amendment enacted in November 1991) - The Mayor’s Office of Children Youth and Their Families creates this plan each year to allocate the Supervisor Teng Resolution approving the Children’s Services Plan for the San Francisco Children’s Fund in accordance with Charter Section 16.108. 9. 992301 [Acquisition of 4 noise easements for religious assembly buildings (at Alida Way and Alta Vista Drive), City of South San Francisco, in order to satisfy State-mandated noise mitigation Supervisor Brown Resolution authorizing the acquisition of four (4) noise easements for properties in the City of South San Francisco as part of the Airport Commission’s aircraft noise insulation program. 12. 992048 [Edgehill Way Controls Findings] Supervisors Teng, Bierman, Becerril, Brown, Newsom Resolution adopting findings as to the local conditions requiring amendments to the State Building Code for buildings, as required by the California Health and Safety Code, in conjunction with creation of the Edgehill Mountain Slope Protection Area. (Companion measure to File 991768.)

Question: Shall this Resolution be ADOPTED?

13. 991768 [Edgehill Mountain Slope Protection Area] Supervisors Teng, Bierman, Becerril Ordinance amending Building Code by adding Section 106.4.1.2 to require the structural advisory committee to review and make recommendations on specified permit applications within the Edgehill Mountain Slope Protection Area, which is generally bounded by Garcia Avenue, Vasquez Avenue, Kensington Way, and Ulloa Street and traversed by Edgehill Way, and to require mandatory denial by the Director of Building Inspection under specified circumstances; amending Section 105.6.2 to specify the composition of the structural advisory committee for permit applications located within the Edgehill Mountain Slope Protection Area; amending Section 106.3.2 to require that the applicant for certain permit applications located within the Edgehill Mountain Slope Protection Area provide substantial documentation that there exists sufficient infrastructure to support the proposed residential development and that the proposed emergency access routes meet standards in effect at the time of the application; amending Section 1701.5 to require special inspections throughout the construction process for sites located within the Edgehill Mountain Slope Protection Area. (Amends Sections 106.4.1.2, 105.6.2, 106.3.2, 1701.5.)

14. 992158 [Citywide Longer Pedestrian Crossing Time] Supervisors Teng, Leno, Becerril, Bierman, Katz, Brown Resolution urging the Department of Parking and Traffic to expand its signal re-timing programs in the Geary Boulevard, Van Ness Avenue, 19th Avenue and North of Market area by implementing traffic signal timings using a pedestrian walking speed of 2.5 feet per second curb to curb on a citywide basis and requesting the Department of Parking and Traffic to submit a report to the Board of Supervisors on the status of this implementation every six months.

19. 991464 [Equal Treatment of Traffic Incident Reporting and Prosecution] Supervisors Katz, Bierman, Brown, Leno, Newsom Resolution urging City departments, the San Francisco Police Department and the San Francisco District Attorney’s Office to take all necessary action to ensure equal treatment of bicyclists and motorists involved in traffic incidents.

Meeting Procedures
The Board of Supervisors is the Legislative Body of the City and County of San Francisco. The Board considers ordinances and resolutions, most of which have been the subject of hearings before the standing committees of the board at which members of the public are urged to testify. The full Board does not hold a second public hearing on measures which have been heard in committee.
Board procedures do not permit persons in the audience to vocally express support or opposition to statements by Supervisors or by other persons testifying. Thus applause and booing are both contrary to Board requirements. The Board does not permit signs to be brought into the meeting or displayed in the room.
Citizens are encouraged to testify at Board hearings and to write letters to the Board and to its members, City Hall, 1 Dr. Carlton B. Goodlett Place, Room 244, San Francisco, CA 94102.
