Requesting/Inquiring: The Planning Department is requested to perform an initial analysis of potential incentives for mixed-use "housing over retail" development that: (1) synthesizes the September 26, 2005 Legislative Analyst's report and the related SPUR report regarding this topic; (2) compiles a synopsis of existing zoning for mixed-use development in the City, particularly as it applies to neighborhood commercial districts, (3) formulates an initial recommendation on what kind of actions (zoning or otherwise), may be necessary based on that synthesis; (4) examines the potential of refining the scope of the study to address supermarket sites only; (5) analyzes the scope of development [including a universe of potential sites, number of sites likely to be redeveloped, and the magnitude of development in terms of square feet of retail and number of housing units] that might be attributed to such legislation; (6) a preliminary determination from MEA on the scope of environmental review necessary to review a zoning proposal that would generate development in the magnitude and geographic scale described above; and (7) an outline of procedural steps and fiscal resources necessary to draft and adopt action based on the proposal.
