Ordinance appropriating $51,455,000 including $13,433,000 in surplus health revenues, $4,030,000 from surplus SB90 state revenues and $16,292,000 in General Fund surplus for salaries, fringe benefits, services of other departments and miscellaneous capital projects and the SFGH Rebuild EIR and planning at San Francisco General Hospital for a total of $33,755,000, appropriating $13,405,000 in surplus health revenues for salaries, fringe benefits, non-personal services at Laguna Honda Hospital, and fixtures, furniture and equipment for the Laguna Honda Hospital rebuild for a total of $13,405,000, appropriating $1,800,000 from PUC’s Mayor’s Energy Conservation Account for the SFGH Chiller and Generator project, de-appropriating $740,000 in General Fund dollars from the SFGH Chiller and Generator capital project and re-appropriating $740,000 to the Service Building Seismic Retrofit capital project, and appropriating $720,000 in surplus intradepartmental recoveries and $1,035,000 of surplus General Fund revenues for capital projects at Primary Care clinics for a total of $1,755,000 for the Public Health Department for Fiscal Year 2005-06. 060166 [Increasing reporting requirements and liquidated damages and civil penalty provisions for violations of the First Source Hiring Program]
Ordinance amending the San Francisco Administrative Code by: 1) amending section 83.6 to increase reporting requirements by the FSHA to include data reflecting the length of time qualified individuals remain employed under this Chapter; 2) amending sections 83.10 and 83.12 of the First Source Hiring Program to increase the liquidated damages and civil penalty provisions from up to $2,500.00 to up to $5,000.00 for every new hire for an entry level position improperly withheld from the first source hiring process, and 3) amending section 83.10 by increasing the liquidated damages section to up to $10,000.00 for each violation discovered during a second investigation. Resolution authorizing the Mayor’s Office of Criminal Justice (MOCJ) to retroactively accept and expend a grant in the amount of $986,643 from the U.S. Department of Justice (DOJ), Office of Community Oriented Policing Services (COPS Office) for the purpose of renovating the Police Department computing environment and network infrastructure for the new Records Management System (RMS) application. The new system will provide a more efficient work environment, more accurate information and enhanced safety for both the public and officers. Supervisor Ma presented. 060193 [Biodiesel Filling Station Permitting, Policies and Creation of Biodiesel Access Taskforce]
Resolution establishing a Biodiesel Access Taskforce to develop and recommend to the appropriate City departments, including the Board of Supervisors and Mayor, a permitting process for biodiesel filling stations and incentives for such stations to be located in the City; urging the San Francisco Unified School District to pursue the use of biodiesel blends in school buses; and establishing a City policy to request biodiesel usage in City contracts involving diesel fleets.
