Requesting/Inquiring: Inquiring how the Rent Board has interpreted Ordinance 041688, which dealt with the requirement placed upon a landlord to provide additional keys/key sets within fourteen days of a tenant’s written request. It was the legislative intent of this ordinance, as discussed in the Land Use Committee, that all keys needed to provide access to a housing unit from the outside of a building be provided, and not simply a key to the unit itself, in the case that more than one key is required to enter from the outside of the building.

Supervisor Daly’s office has been informed of cases filed with the Rent Board regarding key requests. Please inform our office on the rulings of the Rent Board or its Administrative Law Judges related to this matter. If the Rent Board’s current interpretation of the ordinance does not reflect the legislative intent, please advise us so that we may pursue new legislation to clarify that tenants must be provided extra key/key sets needed to provide entry to their unit from outside the building.
