070133 [Limiting exemptions from, and clarifying the scope and collection of, the Transit Impact Development Fee]
Ordinance (1) amending Chapter 38 of the Administrative Code by (a) amending Sections 38.1 and 38.3, and adding a new Section 38.3-1 to limit the exemption from the current Transit Impact Development Fee (TIDF) for projects for which an application for environmental review or a categorical exemption was submitted on or before April 1, 2004, to instances in which a building permit was issued before January 1, 2007 and requiring that such exempt projects that would otherwise have been subject to the former TIDF pay a fee on new office space only equivalent to the amount that would be due for office space under the current TIDF ordinance; (b) amending Section 38.1 to clarify the definitions of "Gross Floor Area" and "Retail/Entertainment;" (c) amending Section 38.3 to correct an unintended exclusion for art spaces; (d) amending Section 38.5 to specify that the TIDF due for a project is based on the fee in effect on the date of payment; and (e) amending Section 38.6 to clarify the circumstances in which a credit for prior eliminated uses is available and make clear that any credit against the amount of the TIDF based on prior use cannot exceed the amount of the TIDF due; and (2) making environmental findings. 051686 [Granting public safety service retirement benefits to district attorneys, public defenders and public defender investigators]
Draft Ordinance amending the San Francisco Administrative Code by adding Article III, Section ____ through ___, to Chapter 16 to require that the City contract with the Board of Administration of the Public Employees' Retirement System of the State of California to provide that local prosecutors, public defenders and public defender investigators, on or after January 1, 2002, shall be members of the Public Employees' Retirement System pursuant to Code Section 20423.6, and find that such a contract will be cost-neutral to the City. 070200 [Substance Abuse Treatment in San Francisco]
Hearing to assess the overall barriers to treatment services in the network of substance abuse services funded by the City and County of San Francisco. 1) How many programs are free of charge? 2) What types of waiting lists are common? 3) How often are people turned away? 4) How do waiting lists vary for certain types of treatment including residential, outpatient, alcohol treatment, differing types of drug treatment, dual diagnosis (when clients present mental health and substance abuse concerns), buprenorphine, methadone detox and maintenance programs and harm reduction programs? 5) Who is most able to access substance abuse services? 6) How prepared is the DPH to meet San Francisco's non English speaking population, women, youth, etc.?. 070201 [Arts Education Master Plan (AEMP)]
Hearing on the Arts Education Master Plan, (AEMP), of the San Francisco Unified School District (SFUSD). The hearing will consider the implementation, goals and progress for this blueprint for integrating the arts into the daily curriculum of every student, funded in large part through Prop H by the City and County of San Francisco. Areas of discussion will include the ways in which the School District and the City are partnering to achieve the goals of the AEMP. There will also be an update on the School of the Arts, (SOTA), and its planned move to 135 Van Ness Avenue, including the project history and funding status. Supervisor Dufty presented. Hearing to consider the Rice Report, authored by Connie Rice, Director of the Advancement Project in Los Angeles. This report proposed a Marshall Plan outlining a comprehensive overhaul of gang intervention efforts that blend law enforcement with gang intervention and job programs, community outreach and community accountability and oversight.
