  1. Join the City's Work-Force Development Strategy with its Economic Development Strategy.
  2. Establish performance-based accountability measures for those agencies and departments that disseminate funds and for community based organizations that receive them.
  3. Establish policy elements reflective of all surveys and audits since 2003 administered by any and all city agencies and departments pertinent to work-force development program's sector-based progress and performance, goals and objectives.
