070884 [Reorganization of the Family Violence Council to concentrate on child abuse and elder abuse in addition to domestic violence]
Ordinance amending Article XIX of the San Francisco Administrative Code to change the focus of the Family Violence Council to include child abuse and senior/adult dependent abuse in addition to domestic violence; reducing the membership of the Council's steering committee from ten members to three members (the three co-chairs of the Council); reducing the membership of the Council from 45 members (35 of whom are selected by the Steering Committee and 10 of whom are specified public officials or directors of nonprofit agencies, or their designees) to 19 members (17 required members who are specified public officials or directors of nonprofit agencies, or their designees, and 2 of whom are optional, at-large members appointed by the Steering Committee); eliminating the advisory committee to the Council and assigning the duties currently performed by the advisory committee to the Council as a whole; and deleting that portion of the Ordinance that allows the Council to establish an Interagency Domestic Violence Death Review Team. Requesting/Inquiring: Trans Bay Cable LLC has agreed to make a Public Trust Benefit Payment to the City and County of San Francisco as part of the Trans Bay Cable Agreement. According to Port Commission Resolution 07-23, the Port Commission will expend $5,500,000 to promote access to the waterfront and to implement energy efficiency and renewable energy policies and projects on Port Commission property. Additionally, the Public Utilities Commission will expend $20,000,000 over ten years to advance or promote projects that support the City's energy policies, the most significant of which is electricity reliability.

Supervisor Alioto-Pier inquires:

  1. How will the Port expend the $5,500,000 benefits payment?

Costs vs. Allowable Costs

  1. Would all of the "costs" embedded in the water and wastewater rates adopted June 12, 2007 by the SFPUC be considered "Allowable costs" under the standard CPUC model for private investor-owned water utilities?

    Water Rates

  2. Please explain who will pay the $0.42 per unit subsidy which will enable the 25,914 single family households currently using less than 3 units of water per month to pay only $2.08 per unit, when the cost of service to them is $2.50 per unit. Please explain why this subsidy is not in violation of Prop 218.

    Wastewater Rates

  3. What is the true cost of service to collect, treat and discharge one unit of residential wastewater?
