Requesting/Inquiring: On October 23, 2007 the San Francisco Board of Supervisors passed a resolution urging neighboring nations and major investors to defend peaceful pro-democracy demonstrators in Burma (071444). The Mayor signed the resolution on October 29, 2007.

The City of San Francisco is considering entering a contract with J Power to build four combustion turbines.

J-Power did a feasibility study on the damming of the Salween River to create a hydropower plant in the Shan State or Burma/Myanmar. The construction of the dam is linked to alleged human rights atrocities committed by the military junta that rules Burma.

In July 2007, AidWatch noted that "Forced labor", forced relocation, rape and murder are common tactics used by military to tyrannize the indigenous communities under the veil of "national development." According to the Burmese Relief Center, the Burmese government has engaged in massive forced relocation of over 300,000 people in connection with the dam.

I hereby request that the Human Rights Commission examine J Power's role in the building of the dam and the alleged human rights violations and report back to the board on the appropriateness of the City of San Francisco entering into a contract with J Power, particularly in light of resolution 071444.
