Ordinance amending the San Francisco Police Code by adding Section 1.1 designating Clipper Cove as a Special-use Area, making it a misdemeanor to moor or anchor a vessel in Clipper Cove without a valid permit issued by the Treasure Island Development Authority ("TIDA"), or its designee, and allowing TIDA to remove and store vessels moored in violation of this Ordinance. 090026 [Requiring Amended Certificates of Final Completion and Occupancy for Changes of Occupancy of Existing Buildings]
Corrected May 7, 2009 - 3:30 pm Ordinance amending the San Francisco Building Code by amending Section 109A to provide that an Amended Certificate of Final Completion and Occupancy shall be issued for an existing building where there is an increase in the number of legal dwelling units resulting in a change of occupancy, and to require the Amended Certificate of Final Completion and Occupancy to include a reference to the date of the first certificate of occupancy and any subsequent certificates of occupancy that have been issued for the building; amending the Planning Code by adding Section 359 to provide that a requirement to pay a development impact fee prior to issuance of a certificate of occupancy shall include payment of the fee prior to issuance of an amended certificate of occupancy. Hearing and general discussion on the status of unsolved homicides in the City and County of San Francisco. The hearing shall include a presentation by the San Francisco Police Department (SFPD) on the number of unsolved homicides for at least the last five years. Without discussing the specifics of individual cases, the hearing shall include a general discussion and presentation on the SFPD's protocols and procedures regarding unsolved homicides, including, without limitation, SFPD's protocols and procedures when interacting with the families and loved ones of homicide victims. Requesting/Inquiring: Requesting a memo from the City Attorney's Office on whether the Board of Supervisors can transfer the Francisco Reservoir out of the jurisdiction of the Public Utilities Commission to another City department. The City and County of San Francisco acquired approximately 4 acres of land known as the Francisco Reservoir in 1930 from Spring Valley Water Company, which land is bordered by Hyde, Larkin and Bay Street and homes on Chestnut Street. The property under the jurisdiction of the Public Utilities Commission was transferred to its predecessor, the San Francisco Water Department for use as a reservoir without any payment to the City.

Requesting/Inquiring: Supervisors Avalos, Campos, and Maxwell are jointly requesting a report from the SFPUC on the criteria they use to prioritize neighborhood scale capital projects, including any point system that may be used to determine priority for infrastructure improvements on PUC and City property within the City and County of San Francisco such as requests for additional lighting installations and/or upgrades.

This inquiry is in connection to implementation of a framework for health impact mitigation efforts between DPH, SFMTA, and the local community as urged through BOS resolution #081397 "Health Protective Truck Route Planning in Southeast Neighborhoods" and the desire to develop health impact criteria within other targeted city agencies.
