Each member of the public will be allotted the same maximum number of minutes to speak as set by the Chair at the beginning of each item, excluding City representatives, except that public speakers using translation assistance will be allowed to testify for twice the amount of the public testimony time limit. If simultaneous translation services are used, speakers will be governed by the public testimony time limit applied to speakers not requesting translation assistance. Members of the public who want a document placed on the overhead for display should clearly state such and subsequently remove the document when they want the screen to return to live coverage of the meeting.

1. 081009 [Prohibiting smoking in taxicabs and motor vehicles for hire and free distribution of tobacco products and accessories in places open to the public] Supervisor Maxwell
Ordinance amending the San Francisco Health Code by amending Section 1009.22 and amending the San Francisco Police Code by amending Section 1143 and repealing Sections 53, 53.1, and 1098, to prohibit smoking in taxicabs and other motor vehicles for hire, and amending San Francisco Police Code Section 95, to prohibit the free distribution of tobacco products and accessories in places open to the public.

2. 080847 [Requiring recyclable/compostable bags for newspapers and handbills] Supervisors Mirkarimi, Peskin
Ordinance amending Article 5.7 of the San Francisco Public Works Code by adding Section 184.77, to require any person who distributes newspapers or handbills that are packaged in bags or other wrapping to or upon private property to use only recyclable or compostable materials for such packaging and to impose penalties; and making environmental findings.

3. 081233 [Urging the Department of Public Works to revisit the street sweeping reductions] Supervisors McGoldrick, Alioto-Pier
Resolution urging the Department of Public Works to revisit the current Mechanical Sweeping Program improvements program, in order to perform thorough public outreach to community groups and integrate public feedback from those who live in affected neighborhoods into the citywide plan to reduce the mechanical street sweeping schedule.

Ordinance amending the San Francisco Health Code by adding Article 19K, Sections 1010 through 1010.4, to prohibit sales of tobacco products on property owned by or under the control of the City and County of San Francisco.

6. 080990 [Municipal Transportation Agency's processes and procedures around enforcement of disability placards] Supervisor McGoldrick
Informational hearing on the Municipal Transportation Agency's processes and procedures around enforcement of disability placards. Requesting information on the number of false or misused placards that have been confiscated and how the MTA plans to continue an aggressive enforcement program.

7. 081184 [Urging the State of California to amend the Vehicle Code regarding disabled parking placards] Supervisor Alioto-Pier
Resolution urging the State of California to amend the Vehicle Code to raise fines for counterfeit or misuse of disabled parking placards, strengthen criteria for disabled parking placards eligibility, and requiring photo identification of disabled placard user on placard.

8. 080658 [General advertising on City buildings and street furniture] Supervisor McGoldrick
Ordinance amending the San Francisco Administrative Code by adding Section 4.20-1 to prohibit any new general advertising signs on street furniture over the number authorized as of July 1, 2007 and to prohibit new general advertising signs visible to the public on the exterior of City-owned buildings; adopting environmental and other findings.

LEGISLATION UNDER THE 30-DAY RULE


(Not to be considered at this meeting)
Rule 5.40 provides that when an ordinance or resolution is introduced which would CREATE OR REVISE MAJOR CITY POLICY, the committee to which the legislation is assigned shall not consider the legislation until at least thirty days after the date of introduction. The provisions of this rule shall not apply to the routine operations of the departments of the City or when a legal time limit controls the hearing timing. In general, the rule shall not apply to hearings to consider subject matter when no legislation has been presented, nor shall the rule apply to resolutions which simply URGE action to be taken.

9. 081250 [Massage practitioner requirements] Supervisor Dufty
Ordinance amending Section 1902 of the San Francisco Health Code by changing the requirement that massage practitioners obtain a certificate of graduation to a certificate of completion verifying at least 100 hours of massage instruction.

Meeting Procedures
The Board of Supervisors is the Legislative Body of the City and County of San Francisco. The Board has several standing Committees where ordinances and resolutions are the subject of hearings at which members of the public are urged to testify. The full Board does not hold a second public hearing on measures which have been heard in committee.
Board procedures do not permit: 1) persons in the audience at a Committee meeting to vocally express support or opposition to statements by Supervisors or by other persons testifying; 2) ringing and use of cell phones, pagers, and similar sound-producing electronic devices; 3) signs to be brought into the meeting or displayed in the room; 4) standing in the meeting room.
Citizens are encouraged to testify at Committee meetings and to write letters to the Clerk of a Committee or to its members, City Hall, 1 Dr. Carlton B. Goodlett Place, Room 244, San Francisco, CA 94102.
