1. 071418 [Approval of the Ryan White HIV/AIDS Treatment Modernization Act grant application] Supervisor Dufty
Resolution authorizing the San Francisco Department of Public Health (DPH) to submit an application by the deadline of November 5, 2007, to the Health Resources Services Administration (HRSA) to continue to receive funding for the Ryan White HIV/AIDS Treatment Modernization Act Grant (Ryan White Programs, Part A); for the next grant year, March 1, 2008 through February 28, 2009, with an expected amount of approximately $36,118,233 in funding for the San Francisco Eligible Metropolitan Area (EMA). (Public Health Department)

2. 071424 [Accept-expend State Grant Funds available under the California Cultural and Historical Endowment to fund the Palace of Fine Arts Rotunda Restoration Project] Supervisor Alioto-Pier
Resolution authorizing the San Francisco Recreation and Park Department to accept and expend a grant in the amount of $1,451,250 for the restoration of the Palace of Fine Arts Rotunda , under Proposition 40 California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002 administered by the California State Library, California Cultural and Historical Endowment.

3. 071430 [Accept-Expend Private Foundation Grant - Back on Track Program] Supervisor Dufty
Resolution authorizing the Department of the District Attorney of the City and County of San Francisco to accept and expend a grant in the amount of $25,000 from the Metta Fund Health Foundation for a program entitled  Back on Track for fiscal year 2007/2008.

4. 071282 [St. Luke's Hospital] Supervisor Alioto-Pier
Hearing to seek information regarding St. Luke's Hospital and the California Pacific Medical Center's plans regarding same and the impact of those plans on San Francisco's health care infrastructure. The hearing will also explore in detail the future of St. Luke's and any plans to eliminate or reorganize services either prior to or upon the completion of the proposed Cathedral Hill location. In addition, the hearing will examine how potential changes to the services provided at St. Luke's will impact the residents of south of Market Street and whether there are any plans to ensure that St. Luke's is in compliance with the California Seismic Safety Act.

5. 071358 [Requesting Police Department to end vehicle impounding] Supervisor Sandoval
Resolution urging the San Francisco Police Department to temporarily cease the impoundment of vehicles for lack of a valid Driver's License, pending City Attorney review of current law.

Ordinance repealing San Francisco Traffic Code Sections 3.1, 3.4, 3.5, 3.7, 3.14, 3.14.1, 7, 109, and 200, in their entirety, to eliminate definitions that conflict with or duplicate state law, and amending Section 3.16 to substitute the "Municipal Transportation Agency" for the "Department of Public Works." LEGISLATION UNDER THE 30-DAY RULE


(Not to be considered at this meeting)
Rule 5.40 provides that when an ordinance or resolution is introduced which would CREATE OR REVISE MAJOR CITY POLICY, the committee to which the legislation is assigned shall not consider the legislation until at least thirty days after the date of introduction. The provisions of this rule shall not apply to the routine operations of the departments of the City or when a legal time limit controls the hearing timing. In general, the rule shall not apply to hearings to consider subject matter when no legislation has been presented, nor shall the rule apply to resolutions which simply URGE action to be taken.

There are no items currently pending under the 30 day rule.

Meeting Procedures
The Board of Supervisors is the Legislative Body of the City and County of San Francisco. The Board has several standing Committees where ordinances and resolutions are the subject of hearings at which members of the public are urged to testify. The full Board does not hold a second public hearing on measures which have been heard in committee.
Board procedures do not permit: 1) persons in the audience at a Committee meeting to vocally express support or opposition to statements by Supervisors or by other persons testifying; 2) ringing and use of cell phones, pagers, and similar sound-producing electronic devices; 3) signs to be brought into the meeting or displayed in the room; 4) standing in the meeting room.
Citizens are encouraged to testify at Committee meetings and to write letters to the Clerk of a Committee or to its members, City Hall, 1 Dr. Carlton B. Goodlett Place, Room 244, San Francisco, CA 94102.
