met in regular session on the above date with President Kevin Shelley
presiding.

[State AIDS Drug Program]
Resolution urging the Governor and the
California State Legislature to support and
approve a $7 million augmentation requested by
the State Department of Health Services for
the State AIDS Drug Assistance Program to
cover funding shortfalls for the current
contract period and to allow for siquanivir
and epivir (3TC) to be added to the formulary
for the current contract period and to
identify and establish a permanent funding
source for the State AIDS Drug Assistance
Program to prevent continued budgetary
deficits and to cover the costs necessary to
purchase Food and Drug Administration approved
drugs for inclusion to the State AIDS Drug
Program formulary; and declaring that it is
the policy of the City and County of San
Francisco that the availability of drug
subsidies to those in medical need, living
with life threatening illness, should be based
on medical necessity rather than budgetary

Draft motion directing the Clerk of the Board
to amend the Budget Analyst Agreement for
Professional Services to include completion of
management audits of all City and County
departments every eight years on an on-going
basis and to submit a supplemental
appropriation request in the amount of
$275,000 to fund the expansion for six months
in fiscal year 1995-96 and to increase the
Budget Analyst's annual budget by the amount
of $550,000 in future fiscal years in
accordance with Section 4 of the agreement.

There being no objection, the Board directed
the Clerk to comply with the following
requests:

By Supervisor Kennedy, that letter be sent to
Director, Bayview Hunter's Point Foundation
requesting report regarding the status of the
Critical Incident Response Team and the
advisory committee which was created by the
Board of Supervisors.

By Supervisor Kennedy, that letter be sent to
Director of Health requesting report regarding
the progress of the Critical Incident Response
Team.

By Supervisor Leal, that letter be sent to the
Honorable Public Transportation Commission to
urge them to authorize the Director of Public
Transportation to apply for funds to improve
the safety and livability of the Mission
Street corridor by installing pedestrian scale
lighting between 13th and Randall Streets.

By Supervisor Alioto, that City Attorney
prepare ordinance which would establish an
independent citizens review committee to
solicit, screen and evaluate bids to conduct a
feasibility study on the municipalization of
the electrical utilities distribution system
in San Francisco.
