The Board of Supervisors of the City and County of San Francisco met in regular session on the above
date with President Kevin Shelley presiding.


CALLING THE ROLL

The meeting was called to order at 2:08 p.m. On call of the roll, the following Supervisors were
noted present:

Resolution finding that domestic violence is a serious crime and not a
civil dispute and that civil compromise is an inappropriate resolution
to these cases; declaring that the Board of Supervisors believes that
judges of the Municipal Court should not use civil compromise in
domestic violence cases; urging that when such compromises are
considered, proper notice and hearings are required; urging the
District Attorney to continue his efforts to resist civil compromise
in domestic violence cases, and urging the State Legislature to
approve passage of AB 1994 which amends the California Penal Code to
prohibit the use of civil compromise in domestic violence cases.

authorizing the San Francisco Juvenile Probation Department to accept
and expend grant monies in the amount of $94,354.00 from the State of
California, Department of the Youth Authority, for the administration
of Log Cabin and Hidden Valley Ranches; waiving indirect costs.

Requests Granted

There being no objection, the Board directed the Clerk to comply
with the following requests:

By Supervisors Kaufman, Teng, Bierman, that City Attorney prepare
ordinance which would require all public notices to be written in
plain English language.

By Supervisor Kaufman, that City Attorney prepare appropriate
legislation to create an oversight committee with responsibility over
the J. C. Decaux kiosk contract and the feasibility of the Board

being retroactive and proactive on its review of the contract.

By Supervisor Kennedy, that City Attorney review, prepare and approve
as to form draft ordinance amending Police Code Section 1135 to delete
the flat rate fare for groups of passengers traveling to or from the
San Francisco International Airport. File 121-96-4.

By Supervisor Kennedy, that Controller and Budget Analyst review the
Governor's Budget Proposal for 1996-97 and provide analysis to the
Board of Supervisors on how and what programs will be affected if the
proposal is passed.

By Supervisor Kennedy, that Clerk of the Board investigate the
procedure to reactivate Resolution 876-82 which created the San Mateo
County-City and County of San Francisco Task Force for the purpose of
improving communications between these neighboring jurisdictions.

By Supervisor Shelley, that City Attorney review Resolution 876-82 for
the purpose of reconfiguring the task force.

By Supervisor Shelley, that City Attorney prepare appropriate
legislation to implement the recommendations of the Commission on the
Status of Women's Sexual Harassment Task Force.

By Supervisor Teng, that City Attorney prepare ordinance within four
weeks which would require general public notices be printed in ethnic
minority languages.
