8. 981158 [Owner Move-In Reform-Senior Housing Protection II] Supervisor Bierman
Ordinance amending Chapter 37 of the Administrative Code by: (1) amending Section 37.9(a)(8) governing evictions for owner or owner-relative move-in ("OMI") to require that the owner/relative move into the property within three months and live in the property for 36 months, to require a 50 percent or greater ownership interest in order to evict under OMI as to owners acquiring rental property after July 1, 1997, to limit evictions for owner's relatives, to prohibit OMI eviction if any comparable unit owned by the landlord is vacant and available prior to the tenant's vacation of the unit: (2) adding Section 37.9B to require owner documentation for OMI evictions, to provide rights to tenants evicted under OMI including a three-year right of re-rental and limitations on rent increases, and to provide a right to relocation costs for tenants of 12 months or more in multiple-unit buildings; (3) amending Section 37.10A to make it a misdemeanor for an owner to refuse to rent to a senior-age person because that person would acquire rights under this chapter; and (4) amending Section 37.11A to provide a right of civil legal action against an owner who attempts to prevent a person from acquiring rights under this chapter.

Ordinance amending Administrative Code by adding Sections 12D.A.1 through 12.D.A.21 to establish a new MBE/WBE/LBE ordinance (1) to remedy identified discrimination against certain prime contractor MBE/ WBES in the City's procurement process and to eliminate the competitive disadvantage prime contractor LBES labor under in the City's procurement process and (2) to require city contracting departments to implement MBE/WBE program mandating prime contractors to use good faith efforts to use MBE/WBES when there are subcontracting opportunities in public works and professional service contracts.

Meeting Procedures

 

The Board of Supervisors is the Legislative Body of the City and County of San Francisco. The Board considers ordinances and resolutions, most of which have been the subject of hearings before the standing committees of the board at which members of the public are urged to testify. The full Board does not hold a second public hearing on measures which have been heard in committee.
Board procedures do not permit: 1) persons in the audience to vocally express support or opposition to statements by Supervisors or by other persons testifying; 2) ringing and use of cell phones, pagers and similar sound-producing electronic devices, (Violators may be removed from the meeting room.) 3) signs to be brought into the meeting or displayed in the room; and 4)standing in the Legislative Chamber.
