The Board of Supervisors of the City and County of San Francisco met in regular session on the above date with President Kevin Shelley presiding.

CALLING THE ROLL


The meeting was called to order at 2:12 p.m. On call of the roll, the following Supervisors were noted present:

APPROVAL OF JOURNALS

There being no errors, corrections or omissions, Supervisor Teng, seconded by Supervisor Yaki, moved that the Journal of Proceedings for Monday, August 19, 1996, be approved.

Suspension of the Rules
Presentation Made

Supervisor Katz, seconded by Supervisor Yaki, moved to suspend the Rules of Order of the Board of Supervisors for the purpose of presenting a certificate of honor to the organization Youth Making A Change (Y-MAC) and to grant privilege of the floor to the youths present today.

No objection and motion carried.

On behalf of Y-MAC, William Walker thanked the members of the Board of Supervisors who participated in the Youth Vote'96 program. (See infra.)

Racquel, representing the Mission District to the Youth Summit invited the Supervisors to come and submit their ideas.

If an operator reports late for duty without approval but does report and takes a scheduled non-overtime run, such late reports will be tracked and recorded on a rolling five month period with the disciplinary procedures up to the following:
i. First violation within a five month period - oral warning.
ii. Second violation within a five month period - written warning of suspension.
iii. Third violation within a five month period - up to 5 day suspension.
iv. Fourth violation within a five month period - up to 10 day suspension.
v. Fifth violation within a five month period - up to termination."

By adding a new section "c" to read: "c. When an operator fails to report to duty, and does not receive approval, the absence will be defined as a non-working miss-out and will be tracked and recorded on a rolling eight month period with the disciplinary procedures up to the following:
i. First violation within an eight month period - oral warning.
ii. Second violation within an eight month period - written warning of suspension.
iii. Third violation within an eight month period - up to 5 day suspension.
iv. Fourth violation within an eight month period - up to 10 days suspension.

By Supervisor Bierman, that City Attorney prepare legislation which would prohibit the sale of liquor at gasoline stations.

By Supervisor Bierman, that letter be sent to Chief of Police to determine if the use of officers from Northern Station for temporary duty at City Hall results in a shortage of officers at Northern Station when officers are so deployed.
