11. 000537 [Administrative Code - Commission on Status of Women] Supervisors Kaufman, Newsom Ordinance amending Chapter 33, Part One of the San Francisco Municipal Code (Administrative Code) by amending Section 33.3 to make the distribution of power between the Commission on the Status of Women and its Department in this Chapter consistent with the Charter; Section 33.4 to require the Commission on the Status of Women to coordinate the City’s efforts to establish a comprehensive response to violence against women and girls; and by amending Section 33.7 to require all departments to make quarterly reports regarding complaints of gender discrimination filed by their employees to the Human Resources Department and to require the Human Resources Department to compile and report on those complaints quarterly to the Commission on the Status of Women. (Amends Sections 33.3, 33.4, and 33.7.)

City and County of San Francisco, et al.; the material terms of said settlement are that the parties will abide by the decision in California Prolife Council Political Action Committee v. 27. 000736 [Golden Gate Family Residence] Ordinance exempting the 260 Golden Gate Family Residence from the competitive bidding requirements of the San Francisco Administrative Code. (Human Services Department)

28. 991315 [Amending Administrative Code, Residential Rent Control Chapter, to include the technical changes to conform local law with the State Costa-Hawkins Rental Housing Act] Ordinance amending San Francisco Administrative Code Chapter 37 "Residential Rent Stabilization and Arbitration Ordinance" by amending Sections 37.2 and 37.3 in order to implement and conform to the Costa-Hawkins Rental Housing Act (California Civil Code Sections 1954.50, et seq.), by removing the rental rates of most single-family homes and condominiums from rent control after specified dates, and by authorizing rent increases in rent controlled units upon specified subletting or assignment. However, specified units with serious long-term health, safety, fire or Building Code violations are excluded; unless a tenant who is party to a rent/lease agreement notifies the owner in writing, an owner’s acceptance of rent does not waive the owner’s right to establish initial rent or to enforce a sublease/assignment prohibition; termination or nonrenewal of an owner’s contract or recorded agreement with a government agency that provides rent limitations for qualified tenant(s) requires 90 days written notice to the tenant(s), and the owner may not set the initial rent for the affected unit for three years except as specified. Also, amending San Francisco Administrative Code Chapter 37A "Residential Rent Stabilization and Arbitration Fee" by amending Section 37A.1 to provide that the fees remain applicable to defined units that are exempt from the rent control provisions but not from the other provisions of Chapter 37. (Rent Stabilization and Arbitration Board) (Amends Sections 37.2, 37.3, 37A.1)

Meeting Procedures
The Board of Supervisors is the Legislative Body of the City and County of San Francisco. The Board considers ordinances and resolutions, most of which have been the subject of hearings before the standing committees of the board at which members of the public are urged to testify. The full Board does not hold a second public hearing on measures which have been heard in committee.
Board procedures do not permit persons in the audience to vocally express support or opposition to statements by Supervisors or by other persons testifying. Thus applause and booing are both contrary to Board requirements. The Board does not permit signs to be brought into the meeting or displayed in the room.
Citizens are encouraged to testify at Board hearings and to write letters to the Board and to its members, City Hall, 1 Dr. Carlton B. Goodlett Place, Room 244, San Francisco, CA 94102.

The Legislative Chamber of the Board of Supervisors is in Room 250 of City Hall, 1 Dr. Carlton B. Goodlett Place. The Chamber is wheelchair accessible.
The closest accessible BART Station is Civic Center, three blocks from City Hall. Accessible MUNI lines serving this location are: #42 Downtown Loop, and the #71 Haight/Noriega and the F Line to Market and Van Ness and the Metro stations at Van Ness and Market and at Civic Center.
