Ordinance amending Administrative Code to delete safety belt requirements for City vehicle purchases from Chapter 4; to limit the application of Chapter 6 to contracts for public works and improvements and to delete obsolete provisions; to delete obsolete provisions from Chapter 8; amending Chapter 10 to eliminate the role of the purchaser from the receipt of donations by the Health Commission and to simplify the administration of the Purchaser’s revolving fund; adding a new Article XI-D to Chapter 16 governing the purchase of uniforms for City employees; and deleting Chapters 21 and 21B in order to consolidate their provisions in a revised Chapter 21 and to reform and streamline the process for acquisition of goods and services by the City.

Members of the public may address the Board for up to three minutes. Each member of the public will be allotted the same number of minutes to speak. The President or the Board may limit the total testimony to 30 minutes.

52. 990944 [Raising Lake Merced Water Level] Supervisors Teng, Newsom, Yaki, Becerril, Kaufman, Ammiano, Katz, Bierman
Resolution urging the Public Utilities Commission to raise the water level of Lake Merced by immediately seeking the necessary concurrence from the Department of Fish and Game and the Golden Gate Audubon Society to discharge excess imported surface water into Lake Merced, urging the Department of Fish and Game and the Golden Gate Audubon Society to provide their concurrence and to do so as expeditiously as possible, and instructing the Public Utilities Commission to report to the Board of Supervisors no later than one month from the passage of this resolution as to what progress has been made to complete this request.

Meeting Procedures
The Board of Supervisors is the Legislative Body of the City and County of San Francisco. The Board considers ordinances and resolutions, most of which have been the subject of hearings before the standing committees of the board at which members of the public are urged to testify. The full Board does not hold a second public hearing on measures which have been heard in committee.
Board procedures do not permit persons in the audience to vocally express support or opposition to statements by Supervisors or by other persons testifying. Thus applause and booing are both contrary to Board requirements. The Board does not permit signs to be brought into the meeting or displayed in the room.
Citizens are encouraged to testify at Board hearings and to write letters to the Board and to its members, City Hall, 1 Dr. Carlton B. Goodlett Place, Room 244, San Francisco, CA 94102.
