Resolution authorizing the San Francisco Department of Public Health, Population Health and Prevention, to accept retroactively and expend a grant in the amount of $221,532 from the California Health and Human Services Agency, Department of Drug and Alcohol Programs, for the period of December 29, 2000 to December 28, 2001, and to enter into an agreement for the use of these funds. Charter amendment (Sixth Draft) to repeal Sections 4.112, and A8.508, amending Sections 3.101, 9,107, 16.103 and A8.500, and adding new Sections 4.140, 4.141, 4.143, 4.144, 4.145 and 4.146 and 4.147 to: (1) eliminate the Public Utilities Commission; (2) form a Power and Water Authority which shall succeed to all powers and responsibilities of the Public Utilities Commission and, in addition, be responsible for (a) the generation, sale and transmission of electricity, steam and other energy and (b) proposing ordinances setting energy and water efficiency goals and standards that may become effective without action by the Board of Supervisors; (3) modify authority for the transfer of excess surplus utility funds to the City’s General Fund.

Charter amendment (Third Draft) to repeal Section 4.112 and 16.103, and A8.508, amend Section 9.107, 13.101 and A8.500, andadd a new Chapter 8B, to:(1) eliminate the Public Utilities Commission; (2) form a Municipal Water and Power Agency which shall succeed to all powers and responsibilities of the Public Utilities Commission and, in addition, be responsible for the generation, sale and transmission of electricity, steam and other energy, be responsible for proposing ordinances setting energy and water efficiency goals and standards to the Board of Supervisors; (3) adopt a two year budget subject to review by the Controller; and, (4) prohibit the transfer of excess surplus utility funds to the City’s General Fund until the Agency has adopted a 10 year capital plan, a 5 year business plan, and a two year budget.
