Resolution urging Interior Minister Enzo Bianco of the government of Italy to permit the World Pride celebration to commence as originally planned in the great city of Rome and to uphold the freedom to peaceably assemble and freedom of political expression as well as affirming the dignity and rights of lesbian, gay, bisexual and transgender individuals as members and citizens of a free and democratic nation and further urging the City Council of the great City of Rome to both permit and reappropriate funding of the World Pride Celebration in Rome.

Ordinance amending Chapter 37 Administrative Code "Residential Rent Stabilization and Arbitration Ordinance" regarding landlord capital improvement cost passthroughs and Bond cost passthroughs to tenants, by amending Sections 37.2, 37.3, and 37.7, and by adding new Section 37.8C: to provide that certified capital improvement cost passthroughs may be added to tenant base rent, up to a maximum total increase of 10% of base rent within a 3 year period in buildings with 1-4 units, or a maximum total increase of 10% of base rent within a 5 year period in buildings with 5 or more units; to provide an alternative 20-year amortization for code required life safety certified capital improvement cost passthroughs that shall not be added to base rent (in place of the current 10-year amortization period), for existing code required seismic improvements and for other code required life safety improvements as may be enacted by the Board of Supervisors in the future, as defined; to codify and extend tenant hardship appeal and deferment criteria and procedures where the passthrough of capital improvement costs results in a rental rate exceeding one-third of the tenant’s income as defined (except where the tenant’s original rent was more than one-third of income, that rate shall not be rolled back), so that a tenant may apply for such a hardship petition at any time during the tenancy instead of only at the time the passthrough is originally granted, to distinguish between temporary and indefinite deferments, to provide that volitional lifestyle choices will not be grounds for a hardship deferment, and to provide that these hardship application rights are available to tenants in units where capital improvement passthrough petitions are granted following the effective date of this ordinance, including units where the landlord passthrough petitions are pending but have not been finally decided by the Rent Board as of the effective date of this ordinance; to extend the existing time period available for tenants to assert a deferred maintenance defense against passthrough of capital improvement costs incurred by the current landlord who deferred the maintenance, so that the defense can also be raised against a subsequent landlord notwithstanding which landlord performed and/or paid for the work; to provide for denial of landlord capital improvement cost passthroughs to tenant affected by Building Code violations that remained unabated for 90 days or more following Department of Building Inspection notice of violation (or other verifiable notice) to the landlord or the landlord’s successor in interest, as to costs attributable to abatement of those violations, and to provide that tenants receiving such a "No-Passthrough" decision are ineligible to apply for a decrease in services petition based on the same code violations; to provide that 50% of the annual increased costs to landlords resulting from the passage of City bonded measures in the November 2000 election or thereafter may be passed through to tenants; by adding new Section 37.8C to provide a pilot program for deciding certain non-complex landlord capital improvement passthrough petitions and tenant hardship deferment petitions without a hearing; and, providing a severability clause.
