The Board of Supervisors of the City and County of San Francisco met in regular session on the above date with President Barbara Kaufman presiding.

The meeting was called to order at 2:09 p.m. On call of the roll, the following Supervisors were noted present: Supervisors Ammiano, Bierman, Brown, Katz, Kaufman, Medina, Newsom, Teng, Yaki, Yee-10.

DisabilityAwarenessDay Members of the Board of Supervisors participated in the Third Annual Disability Awareness Day along with the District Attorney and other City department personnel. Various Supervisors were in wheelchairs or carried canes.

Supervisor Yee introduced and welcomed Mr. Bryon Yan and Hons Wong. Supervisor Yee, seconded by Supervisor Newsom, moved to suspend Rule 4.25 of the Rules of Order of the Board of Supervisors to grant privilege of the floor to Mr. Yan. No objection and motion carried. Mr. Yan presented Mr. Hons Wong, the first place winner of the Second Annual Disability Awareness Poster Contest sponsored by the Independent Living Resource Center, Sing Tao Daily, China Radio and KPST, Channel 65. There were 172 entries which included many school children, seven of which received honors for their participation.

[Special Bond Election, June 2, 1998]
Ordinance calling and providing for a special election to be held in the City and County on Tuesday, June 2, 1998, for the purpose of submitting to the voters of the City and County a proposition to incur bonded indebtedness of the City and County in the principal amount of $95,000,000 for the acquisition, construction and/or reconstruction of a new museum facility in Golden Gate Park to replace the M. Resolution determining and declaring that the public interest and necessity demand the acquisition, construction and/or reconstruction by the City and County of a new museum facility in Golden Gate Park to replace the M. There being no objection, the Board directed the Clerk to comply with the following requests: By Supervisor Newsom, that Budget Analyst study the costs that would be associated with free travel and expanded service for the Municipal Railway on New Year’s Eve and report back within two months. The costs shall include overtime for drivers, increased amount of Muni drivers, increased police patrol on Muni, costs associated with the absence of passenger payment, cost of expanded service and underground metro service all night and extension of service through regular lines to the neighborhoods. By Supervisor Newsom, that the Board of Supervisors policy analyst be requested to research possible alternative funding sources for one day free travel and expanded Municipal Railway service, including government sources, business entities such as insurance companies and alcohol manufacturers that are interested in sponsorship and responsible drinking. The analyst is also requested to search for models in other municipalities. By Supervisor Teng, that letter be sent to the Mayor requesting an update in 30 days from the Mayor’s Office of Children, Youth and their Families on the creation and implementation of the universal child care plan; such as, components needed to accomplish the universal child care plan, timeline and necessary steps to complete the plan and projected costs. By Supervisor Yee, that letter of inquiry be sent to Chief of Police requesting information in writing on how many citations have been issued for violation of the newly enacted provision in Section 22112 of the Vehicle Code that requires bus drivers to flash red warning lights and signs on the approach to school bus stops at all times when the school bus is stopped for the purpose of loading or unloading pupils, regardless of whether the pupils must cross the highway or private road and how information of the new traffic regulations have been disseminated to the traffic enforcement officers. By Supervisor Yee, that letter of inquiry be sent to San Francisco Unified School District to determine how the district is informing its bus drivers of the newly enacted provision in Section 22112 of the Vehicle Code that requires bus drivers to flash red warning lights and signs on the approach to school bus stops at all times when the school bus is stopped for the purpose of loading or unloading pupils, regardless of whether the pupils must cross the highway or private road and what type of outreach the district will be doing concerning the change in law.
