Ordinance amending Chapter 37 of the Administrative Code by: (1) amending Section 37.9(a)(8) governing evictions for owner or owner-relative move-in ("OMI") to require that the
owner/relative move into the property within three months and live in the property for 36 months, to require a 50 percent or greater ownership interest in order to evict under OMI as to
owners acquiring rental property after July 1, 1997, to limit evictions for owner’s relatives, to prohibit OMI eviction if any comparable unit owned by the landlord is vacant and available
prior to the tenant’s vacation of the unit: (2) adding Section 37.9B to require owner documentation for OMI evictions, to provide rights to tenants evicted under OMI including a three-year
right of re-rental and limitations on rent increases, and to provide a right to relocation costs for tenants of 12 months or more in multiple-unit buildings; (3) amending Section 37.10A to
make it a misdemeanor for an owner to refuse to rent to a senior-age person because that person would acquire rights under this chapter; and (4) amending Section 37.11A to provide a right of
civil legal action against an owner who attempts to prevent a person from acquiring rights under this chapter. (Amend Sections 37.9(a)(8), 37.10A, 37.11A; Adds Section 37.9B)

By Supervisor Katz, that letter of inquiry be sent to Cal-OSHA concerning the agency’s current programs and procedures to ensure that stationary and mobile cranes used at San Francisco
construction sites have been properly inspected and are operated safely. By Supervisor Katz, that the Clerk transmit a copy of letter to Cal-OSHA concerning the agency’s current
programs and procedures to the Department of Building Inspection and inquire about the feasibility of the department and Cal-OSHA coordinating and increasing the scope of random, spot
inspections of cranes and crane operations at San Francisco construction sites. By Supervisor Medina, that letter be sent to Director, Residential Rent Stabilization and Arbitration
Board requesting a comprehensive report on the availability of disabled housing, both at market rate and below market rate in San Francisco. By Supervisor Newsom, that letters be sent
to Municipal Railway, Airport, San Francisco Convention and Visitors Bureau, with copy to the Golden Gate National Recreation Area, to inquiry about each agency’s willingness and ability to
coordinate with the Golden Gate National Recreation Area in disseminating information about the dangers of Ocean Beach.
By Supervisor Yaki, that City Attorney prepare legislation which
would require criminal background checks for all employees, or prospective employees, of establishments that sell or manufacture firearms or ammunition and barring employment of any person
with a prior felony conviction.
By Supervisor Ammiano, that letter be sent to His Honor, Mayor Willie L. Brown, Jr. urging him to identify funding for the annual halloween celebration
as a City event. By Supervisor Ammiano, that letters be sent to the following departments concerning clean air vehicles and urging each to work with the Department of Administrative
