The Clerk of the Board stated the following communications have been received:

(a) From Director of Elections, certifying the candidates for the office of member of the Board of Supervisors who received a plurality of votes cast at the election held on November 3, 1998, and who, therefore, have been declared elected to that office, namely:

Brief Remarks By Retiring President Kaufman
President Kaufman indicated it has been a privilege to serve as President of the Board of Supervisors and it has been a very interesting and challenging two years.
New President Installed
Supervisor Kaufman asked Supervisors Yee and Bierman to escort the newly elected President, Supervisor Tom Ammiano, to the rostrum.

(This is the last time the President of the Board of Supervisors is determined by the top vote getter at a municipal election.)

Distinguished Guests
President Ammiano welcomed various elected officials and the following distinguished guests:

Former Mayor Art Agnos;

Former Supervisor, Assemblywoman Carole Migden;

Former Supervisor, Bay Area Rapid Transit Board Director, Willie B. Kennedy.

Presentation of Mayor
President Ammiano introduced Mayor Willie L. Brown, Jr.

The Mayor indicated his delight to be a part of this ceremony indicating democracy functions best if people participate by registering, casting their ballots and joining in celebrating the results. Hopefully the respect of the people will also be extended as appropriately earned by those of you who hold office as you face the many challenges of the City. None can be met with only one department doing it alone, it is a combination of all.

Presentation of Plaque
President Ammiano on behalf of the entire Board presented a plaque to retiring President Barbara Kaufman for her services as Board President, January 8, 1997 - January 8, 1999.
Introduction of Supervisors and Members of Their Families
