The Board of Supervisors of the City and County of San Francisco met in special session on the above date with President Barbara Kaufman presiding.
The meeting was called to order at 12:01 p.m. On call of the roll, all Supervisors were noted present.

The Clerk of the Board stated the following communications have been received:
(a) From Director of Elections, certifying the candidates for the office of member of the Board of Supervisors who received a plurality of votes cast at the election held on November 3, 1998, and who, therefore, have been declared elected to that office, namely:
Tom Ammiano 120,291
Gavin Newsom 109,015
Mabel Teng 95,093
Mark Leno 82,449
Amos Brown 67,554
(b) From the Controller, giving notice that official bonds for all eleven members of the Board of Supervisors have been duly filed.

Retiring President Kaufman introduced the Honorable Donna J. Hitchens, Judge, San Francisco Superior Court and requested the members named above and Assessor-Recorder Doris Ward, who was re-elected, to stand, whereupon Judge Hitchens administered the oath of office. |

|
President Kaufman indicated it has been a privilege to serve as President of the Board of Supervisors and it has been a very interesting and challenging two years. |

Supervisor Kaufman asked Supervisors Yee and Bierman to escort the newly elected President, Supervisor Tom Ammiano, to the rostrum.
(This is the last time the President of the Board of Supervisors is determined by the top vote getter at a municipal election.)

President Ammiano welcomed various elected officials and the following distinguished guests:

Former Supervisor, Assemblywoman Carole Migden;
Former Supervisor, Bay Area Rapid Transit Board Director, Willie B. Kennedy.

President Ammiano introduced Mayor Willie L. Brown, Jr.
The Mayor indicated his delight to be a part of this ceremony indicating democracy functions best if people participate by registering, casting their ballots and joining in celebrating the results. Hopefully the respect of the people will also be extended as appropriately earned by those of you who hold office as you face the many challenges of the City. None can be met with only one department doing it alone, it is a combination of all.

President Ammiano spoke on his proposed agenda which includes creation of a district election task force to review the district election process and how a President of the Board of Supervisors will be chosen, restore municipal information services, jobs for residents, commercial rent control, recognition of small business, economic analysis of new mega stores, tax rebates, gas price issue, ATM fees, TCI, consumer protection, housing, mission based budget, budget hearings in all neighborhoods, Municipal Railway daily reports and urged his colleagues to ride public transit more regularly. |

President Ammiano announced his proposal to change the Board's committee structure as follows:
Audit and Government Efficiency Committee
Finance and Labor Committee
Housing and Social Policy Committee
Parks and Recreation Committee
Public Health and Environment Committee
Public Utilities and Deregulation Committee
Rules Committee
Small Business, Economic Vitality and Consumer Services Committee
Transportation and Land Use Committee

President Ammiano thanked the following members of the string quartet who performed prior to commencement of this ceremony:
