ROLL CALL AND PLEDGE OF ALLEGIANCE
The Board of Supervisors of the City and County of San Francisco met in regular session on the above date with President Tom Ammiano presiding.

The meeting was called to order at 2:05 p.m. On call of the roll, the following Supervisor was noted absent:

APPROVAL OF MEETING MINUTES
Supervisor Yaki, seconded by Supervisor Leno, moved to approve the November 2, 1998 Meeting Minutes. The motion carried by the following vote:

COMMUNICATIONS
The Clerk stated that she received a letter from Supervisor Medina indicating he is resigning as a member, Board of Supervisors, effective close of business Tuesday, January 19, 1999.
Privilege of the Floor
Supervisor Teng, seconded by Supervisor Newsom, moved to suspend Rule 4.25 of the Rules of Order of the Board of Supervisors to grant privilege of the floor to the following guests. The motion carried by the following vote:

Farewell to Supervisor Jose Medina
Members of the Board of Supervisors joined the following guests in memoralizing and extending their congratulations to Supervisor Medina on his new position as Director of the California Transportation Department: Kathalina Valencia; Pat Goodman; Bob Planthold; male speaker; Jose; Calvin Louie; Sarah Shaker; female speaker; Raquel Medina.
Commendation
In recognition of the 20th Anniversary of the inauguration of Harry Britt, Supervisor Leno introduced a resolution commending Supervisor Britt and noted he served on the Board for 14 years, from 1979 to 1993, and was the first gay person elected by the public to serve as President of the Board.

Supervisor Britt thanked the Board for the commendation and spoke briefly.

Ordinance amending Administrative Code by amending Sections 16.520 through 16.534 to: add legislative findings; clarify definitions and add new definitions; consolidate the definition of "Lobbyist" with the thresholds for qualifying as lobbyist and the exemptions; increase the qualification threshold for contract lobbyists from $1,000 per month to $3,200 per quarter; increase the qualification threshold for expenditure lobbyists from $1,000 per quarter to $3,200 per quarter; clarify and add new exemptions; clarify that once a person qualifies as a "Lobbyist" the person is subject to the requirements and prohibitions of this Article until the person ceases all lobbyist activity and files a statement of termination; clarify the disclosure requirements applicable at the time of registration and at the time of filing quarterly activity reports; provide that all lobbyists re-register on January 15 each year; require lobbyists to disclose payments received from City officers in exchange for campaign consulting services; limit the aggregate value of gifts from lobbyists to each City officer, within three months of a lobbyist contact, to $50; and require lobbyists to notify City officers of the value of gifts conferred; and require lobbyist to attend annual workshops conducted by the Ethics Commission. Ordinance amending Police Code, which created regulations concerning horse-drawn vehicles, by amending Section 500.3 to change the exceptions to the permitting requirements of this article; by amending Section 501 to change the definition of qualified veterinarian and add definitions for mechanical evaluator, qualified trainer and special event; by amending Section 502 to set forth some of the criteria the Chief of Police will consider in approving a "stand"; by amending Section 502.5 to refer to the proper code section setting forth license and permit fees; by amending Section 505 to allow animal control officers to review permits, licenses and other information, to make an exception for minimum number of days of operation due to weather conditions, to change the locations in which horse-drawn vehicles may load and unload passengers; by amending Section 506 to allow advertising on horse-drawn vehicles; and by amending 507 to provide for animal care and control to receive animal fitness reports, inspect horse-drawn vehicle animals and to approve the equipment used on the animals, and to change the standard on the use of whips.
