Requesting/Inquiring: Legislation be drafted which would require
all entities which issue general obligation bonds under the City and
County of San Francisco’s bonding authority to submit an accounting
of all the bond-funded expenditures at the time the bond proceeds are
fully expended. The report shall be given to the Controller, the Mayor’s
Office of Public Finance, the Board of Supervisors Budget Analyst and
the Board of Supervisors Finance and Labor Committee and shall be the
subject of a Finance and Labor Committee hearing. The purpose of this
legislation is to ensure that the bond proceeds have been allocated
in accordance with the expenditures that were approved by the voters.
