The Board of Supervisors of the City and County of San Francisco met in regular session on the above date with President Barbara Kaufman presiding.

[Sidewalk and Encroachment Permit Appeals]
Ordinance amending the Public Works Code to provide that appeals from sidewalk and encroachment permit decisions relating to building construction, rehabilitation or maintenance may be appealed to either the Building Inspection Commission or the Board of Supervisors; provided however that appeals to the Board of Supervisors waive the right of appeal to the Building Inspection Commission. [Tour Bus Program Policy]
Resolution declaring it to be the policy of the Board of Supervisors to implement a tour bus program that would: include provisions related to tour buses in the Transportation Element of the General Plan; develop an agreement between the City and the Golden Gate National Recreation Area for the enforcement of tour bus regulation; cause to be dispersed more widely easily visible signs notifying and warning drivers and residents of tour bus regulations; result in education of tour bus drivers by their employers; lead to the adoption of permanent regulations regarding tour buses by December 31, 1999; and declare it to be the policy of the Board of Supervisors not to consider further restrictions on tour buses (except for those pending) until the elements of this program shall have been implemented.
