Roll Call and Pledge of Allegiance
The Board of Supervisors of the City and County of San Francisco met in Special session on the above date.

The meeting was called to order at 12:03 p.m. by Gloria L. Young, Clerk of the Board.On call of the roll, the following Supervisors-elect were noted present:

Supervisors-elect Ammiano, Daly, Gonzalez, Hall, Leno, Maxwell, McGoldrick, Newsom, Peskin, Sandoval, Yee - 11.

Quorum present.

Guests
The following elected officials and distinguished guests were recognized:

Assessor-Recorder and former Supervisor, Doris Ward;

City Attorney and former Supervisor, Louise H. Renne;

District Attorney and former Supervisor, Terrence Hallinan;

Sheriff Michael Hennessey;

Treasurer and former Supervisor, Susan Leal;

Former Supervisor Angela Alioto;

Former Supervisor Sue Bierman;

Former Supervisor Amos Brown;

Former Supervisor Leslie Katz;

Former Mayor Frank Jordan;

Communications
(a)From Director of Elections, certifying the candidates who received a majority of votes cast either at the election held on November 7, 2000 or at the election held on December 12, 2000, who therefore, have been declared elected to that office, namely:

Jake McGoldrick, District 1;

Gavin Newsom, District 2;

Aaron Peskin, District 3;

Leland Yee, District 4;

Matt Gonzalez, District 5;

Chris Daly, District 6;

Tony Hall, District 7;

Mark Leno, District 8;

Tom Ammiano, District 9;

Sophie Maxwell, District 10;

Gerardo Sandoval, District 11.

b) From the Controller, filing of official bonds for all eleven members of the Board of Supervisors.

Oath of Office
Clerk of the Board introduced the Honorable Ronald Evans Quidachay, Presiding Judge, San Francisco Superior Court.

Judge Quidachay asked each Supervisor-elect named above to stand by his/her desk and raise his/her right hand, whereupon he administered the oath of office.

Terms of Office
Drawing of lots to determine whether the Supervisors elected from the even- or odd-numbered districts would have terms expiring in two years or four years.

The Clerk of the Board read into the record the following two pieces of paper:

The Supervisors who were elected from the even-numbered supervisorial districts at the San Francisco General Municipal elections on November 7, 2000 and December 12, 2000, shall have terms of office expiring at 12:00 noon, January 8, 2003; the Supervisors who were elected from the odd-numbered supervisorial districts at said elections shall have terms of office expiring at 12:00 noon, January 8, 2005.

The Supervisors who were elected from the odd-numbered supervisorial districts at the San Francisco General Municipal elections on November 7, 2000 and December 12, 2000, shall have terms of office expiring at 12:00 noon, January 8, 2003; the Supervisors who were elected from the even-numbered supervisorial districts at said elections shall have terms of office expiring at 12:00 noon, January 8, 2005.

Thereupon, each document was placed into separate capsules and placed into a drum.

The drum was spun around by Shayla Ashley Miller, granddaughter of the Clerk of the Board.The Clerk of the Board then opened the drum and withdrew one of the capsules and read the following statement:

The Supervisors who were elected from the even-numbered supervisorial districts at the San Francisco General Municipal elections on November 7, 2000 and December 12, 2000, shall have terms of office expiring at 12:00 noon, January 8, 2003; the Supervisors who were elected from the odd-numbered supervisorial districts at said elections shall have terms of office expiring at 12:00 noon, January 8, 2005.

The Supervisors who drew two-year terms are:Supervisors Chris Daly, Mark Leno, Sophie Maxwell, Gavin

Election of the President of the Board
Nominations
Supervisor Daly nominated Tom Ammiano as President.

The Clerk of the Board asked twice if there were any further nominations.

There being no response, the nominations for Board President were then closed.

Public Comment
The Clerk of the Board asked if there was anyone present who wished to address the question of the nomination of the President.

There being no response, the public comment portion was closed.

Selection of President
The roll was called on the nomination of Supervisor Tom Ammiano as Board President for two-year term, ending January 8, 2003, and it was adopted by the following vote:
Ayes: 11 - Ammiano, Daly, Gonzalez, Hall, Maxwell, McGoldrick, Leno, Peskin, Sandoval, Yee, Newsom
President Assumes the Chair
President Ammiano designated Supervisors Sophie Maxwell and Geraldo Sandoval to escort him to the rostrum.
Remarks from Mayor
President Ammiano introduced the Honorable Mayor Willie L. Brown, Jr.

The Mayor congratulated the incumbents and the newly elected members, gave brief remarks and expressed his commitment to working with the Board.

Roll Call
Each member of the Board of Supervisors was called and was afforded an opportunity for brief remarks and for introduction of family members or guests in attendance.
Presentation to Outgoing President
The Clerk of the Board presented a plaque to Supervisor Ammiano in recognition of his term as President of the Board of Supervisors from January 8, 1999 to January 8, 2001.
Remarks by President of the Board
President Ammiano gave his commitment to working with the Mayor, Department Heads, and the public in reaching consensus concerning issues which impact the citizens of San Francisco.
ADJOURNMENT
There being no further business, the Board at the hour of 1:22 p.m. adjourned.
