Providing for the new procedure to be applicable to decisions made by the Planning Commission on or after February 2, 2001 and providing that the code amendments made by this ordinance shall be repealed automatically upon the effective date of legislation that would provide residential and commercial tenants with the right to appeal a conditional use decision to the Board of Supervisors that is equivalent to that afforded to property owners.

Ordinance adopting minimum requirements for the protection of human health and the environment for any proposal for new electric generation at the Potrero Power Plan in Southeast San Francisco; and requiring all City officials and departments to advocate these requirements, and greater protections, in regulatory proceedings and negotiations regarding the proposal to build a new power plant at the site of the existing Potrero Power Plant; and requiring approval of the Board of Supervisors for an agreement by City officials or departments for new electric generation in Southeast San Francisco.
Supervisor Maxwell, seconded by Supervisor Leno, moved to amend page three, lines 8, 9 and 10 by deleting "permanently shut down as a source of fossil fuel generation by a date certain which shall be no later than 90 days from the initial firing of generation equipment for any new fossil fuel generation at the proposed site" and add the following: "; (1) retrofitted or rebuilt, using the best available pollution control technology (BACT) and (2) used only when Units 3 and 7 are unable due to maintenance or if there is a natural disaster which disrupts the flow of natural gas to the Potrero Power Plant. In the event the peaker units are used, the owners and operators of the Plant shall provide written reports, as specified, to the City and County of San Francisco."

Supervisor Maxwell moved substitute amendment to page three,lines 8, 9 and 10 by deleting "permanently shut down as a source of fossil fuel generation by a date certain which shall be no later than 90 days from the initial firing of generation equipment for any new fossil fuel generation at the proposed site" and add the following:

(1) retrofitted or rebuilt, using the best available pollution control technology (BACT) and

(2) used only when (a) Unit 7 is unavailable due to California ISO scheduled maintenance, or emergencies of which the City is notified, in writing (giving notice to the San Francisco Public Utilities Commission, the San Francisco District Attorney, and the Clerk of the Board of Supervisors), by the owner/operator of the Plant, including notification of the time estimated to complete the emergency maintenance, or (b) if there is a natural disaster which disrupts the flow of natural gas to the Potrero Power Plant.In the event the peaker units are used, the owners and operators of the plant shall provide written reports of emissions, as specified by

Meeting Procedures
The Board of Supervisors is the Legislative Body of the City and County of San Francisco.The Board considers ordinances and resolutions, most of which have been the subject of hearings before the standing committees of the board at which members of the public are urged to testify.The full Board does not hold a second public hearing on measures which have been heard in committee. Board procedures do not permit: 1) persons in the audience to vocally express support or opposition to statements by Supervisors or by other persons testifying; 2) ringing and use of cell phones, pagers and similar sound-producing electronic devices,(Violators may be removed from the meeting room.)3) signs to be brought into the meeting or displayed in the room; and 4) standing in the Legislative Chamber. Citizens are encouraged to testify at Board hearings and to write letters to the Board and to its members, City Hall, 1 Dr. Carlton B. Goodlett Place, Room 244, San Francisco, CA 94102. Agenda are available on the internet at www.ci.sf.ca.us/bdsupvrs.bos.htm. THE AGENDA PACKET IS AVAILABLE AT CITY HALL, ROOM 244, RECEPTION DESK. Board meetings are televised on channel 26.For video tape copies and scheduling call (415) 557-4293. Results of each Board meeting can be obtained about a half hour after the end of the meeting by telephoning (415) 554-5555. Requests for language translation at a meeting must be received at least 48 hours (two business days) before the meeting.
