Supervisor Hall, seconded by Supervisor Yee moved to amend Section 89.3 by adding the following subsection:(d) Nothing herein shall be construed to require the ability to proficiently speak a language, in addition to English, to be considered a minimum qualification for applicants to "public contact" positions.(1)The ability to speak a second language shall only be considered an additional qualification for applicants to "public contact" positions, and said ability may be substituted for 25% of the position's minimum qualifications.
