Coordinator, the Executive Director of the Department of Human Services
and the Director of the Department of Public Health, in order to facilitate
the interdepartmental services, develop an agreement on outcome measures
and recognition for program accountability.
2. The production of an Annual Report for the Mayor and the Board
of Supervisors, with specific descriptions of:ú Status of goal achievement
by each individual contractor;ú Recommendations on allocation of performance
incentive monies;ú Reports on the monitoring of program environments
within the system, including health inspections and safety issues;ú
Capacity and utilization rates of the different programs within the
Continuum of Care;ú Recommendations for program enhancement deletions,
system modifications and funding allocations;ú Successes and lessons
learned during the year.

the subject of hearings before the standing committees of the board
at which members of the public are urged to testify. The full Board
does not hold a second public hearing on measures which have been heard
in committee. Board procedures do not permit: 1) persons in the audience
to vocally express support or opposition to statements by Supervisors
or by other persons testifying; 2) ringing and use of cell phones, pagers
and similar sound-producing electronic devices, (Violators may be removed
from the meeting room.) 3) signs to be brought into the meeting or displayed
in the room; and 4)standing in the Legislative Chamber. Citizens are
encouraged to testify at Board hearings and to write letters to the
