The following items will be considered by the Budget and Finance Committee at a Special Meeting on Tuesday, November 17, 2009, at 12:25 p.m. The Chair intends to request the Committee to send the following items to the Board as committee reports on Tuesday, November 17, 2009.

Pursuant to Charter Section 9.113(c) the following File No. 091246 requires a vote of two-thirds of all members of the Board of Supervisors to approve such a supplemental appropriation.

1. 091246 [Appropriating $7,057,111 to Restore Positions Effective November 16, 2009, in the Department of Public Health for FY 2009-2010] Supervisors Daly, Mirkarimi, Mar, Campos
Ordinance appropriating $7,057,111 in General Fund Reserve to add 322.39 full-time equivalent positions and delete 272.95 full-time equivalent positions effective November 16, 2009, in the Department of Public Health for FY 2009-2010.

Ordinance appropriating $896,621 in General Fund Reserve, including $617,008 to support the cost of deleting eighty-eight (88) Patient Care Assistant Positions (Job Classification 2303) and adding 88 Certified Nursing Assistant Positions (Job Classification 2302) and $279,613 to support the cost of deleting fifty-three (53) Senior Clerks and adding 53 Unit Clerks, effective January 1, 2010, at San Francisco General Hospital in the Department of Public Health for FY 2009-2010.

Resolution expressing the commitment of the Board of Supervisors to backfill reductions in the General Fund Reserve with revenues from Assembly Bills 1383 and 188.

Meeting Procedures
The Board of Supervisors is the Legislative Body of the City and County of San Francisco. The Board considers ordinances and resolutions, most of which have been the subject of hearings before the standing committees of the board at which members of the public are urged to testify. The full Board does not hold a second public hearing on measures which have been heard in committee.
Board procedures do not permit: 1) persons in the audience to vocally express support or opposition to statements by Supervisors or by other persons testifying; 2) ringing and use of cell phones, pagers and similar sound-producing electronic devices, (Violators may be removed from the meeting room.) 3) signs to be brought into the meeting or displayed in the room; and 4) standing in the Legislative Chamber.
