Each member of the public will be allotted the same maximum number of minutes to speak as set by the Chair at the beginning of each item, excluding City representatives, except that public speakers using translation assistance will be allowed to testify for twice the amount of the public testimony time limit. If simultaneous translation services are used, speakers will be governed by the public testimony time limit applied to speakers not requesting translation assistance. Members of the public who want a document placed on the overhead for display should clearly state such and subsequently remove the document when they want the screen to return to live coverage of the meeting.



REGULAR AGENDA

1. 060872 [City's external auditors Comprehensive Annual Financial Report related to the City audit for Fiscal Year 2004-05 and audit plans for Fiscal Year 2005-2006] Supervisor Ammiano
Hearing for the City's external auditors (Macias Gini & Co., KPMG, Hood and Strong, and Williams Adley & Co.) to present the Comprehensive Annual Financial Report (CAFR), Single Audit, and their Management Letters, if any, related to the City audit for Fiscal Year 2004-05. They will also present their audit plans for Fiscal Year 2005-2006. This hearing is required under Charter Section 9.117.

2. 060898 [Approving Agreements with the California Department of Transportation, the San Francisco Public Utilities Commission, and the US Navy in connection with an Upgraded Submarine Cable for Mayor
Resolution approving (i) a Cooperative Utility Agreement between the California Department of Transportation and the Treasure Island Development Authority, (ii) a collateral Pledge and Security Agreement between the San Francisco Public Utilities Commission and the Treasure Island Development Authority, (iii) a Memorandum of Agreement between the San Francisco Public Utilities Commission and the Treasure Island Development Authority, and (iv) a Memorandum of Agreement between the Treasure Island Development Authority and the United States Navy, all in connection with an upgraded submarine power cable between the Oakland shoreline and Treasure Island.

3. 060858 [Resolution of Intention to form the Fillmore Jazz District Community Benefit District] Supervisor Mirkarimi
Resolution (1) declaring the intention of the Board of Supervisors to establish a property-based business improvement district (community benefit district) to be known as the  Fillmore Jazz District Community Benefit District and order the levy and collection of a multi-year assessment on identified parcels in the district, (2) approving the management district plan and engineer's report for the district, (3) ordering and setting a time and place for a public hearing thereon, (4) approving the form of the Notice of Public Hearing and Assessment Ballots, and (5) directing the Clerk of the Board of Supervisors to give notice of the public hearing as required by law.

6/23/06, RESPONSE RECEIVED. An economic impact report will be prepared when an ordinance to constitute said Community Benefit District is introduced.

5. 060801 [Multifamily Housing Revenue Bonds - Hotel Essex] Supervisor Daly
Resolution declaring the intent of the City and County of San Francisco (the  City to reimburse certain expenditures from proceeds of future bonded indebtedness; authorizing the Director of the Mayor's Office of Housing (the  Director ) to submit an application and related documents to the California Debt Limit Allocation Committee ( CDLAC ) permit the issuance of qualified multifamily housing revenue bonds in an aggregate principal amount not to exceed $13,000,000 for the Hotel Essex project; authorizing and directing the Director to direct the Controller's Office to hold in trust an amount not to exceed $65,000 in accordance with the CDLAC procedures; authorizing the Director to certify CDLAC that the City has on deposit the required amount; authorizing the Director to pay an amount equal to such deposit to the State of California if the City fails to issue the qualified multifamily housing revenue bonds; approving, for purposes of the Internal Revenue Code of 1986, as amended, the issuance and sale of qualified multifamily housing revenue bonds by the City in an aggregate principal amount not to exceed $13,000,000; authorizing and directing the execution of any documents necessary to implement this Resolution; and ratifying and approving any action heretofore taken in connection with the Project (as defined herein) and the Application (as defined herein).

LEGISLATION UNDER THE 30-DAY RULE


(Not to be considered at this meeting)
Rule 5.40 provides that when an ordinance or resolution is introduced which would CREATE OR REVISE MAJOR CITY POLICY, the committee to which the legislation is assigned shall not consider the legislation until at least thirty days after the date of introduction. The provisions of this rule shall not apply to the routine operations of the departments of the City or when a legal time limit controls the hearing timing. In general, the rule shall not apply to hearings to consider subject matter when no legislation has been presented, nor shall the rule apply to resolutions which simply URGE action to be taken.

There are no items now pending under the 30-day rule.

Meeting Procedures
The Board of Supervisors is the Legislative Body of the City and County of San Francisco. The Board has several standing Committees where ordinances and resolutions are the subject of hearings at which members of the public are urged to testify. The full Board does not hold a second public hearing on measures which have been heard in committee.
Board procedures do not permit: 1) persons in the audience at a Committee meeting to vocally express support or opposition to statements by Supervisors or by other persons testifying; 2) ringing and use of cell phones, pagers, and similar sound-producing electronic devices; 3) signs to be brought into the meeting or displayed in the room; 4) standing in the meeting room.
