Each member of the public will be allotted the same maximum number of minutes to speak as set by the Chair at the beginning of each item, excluding City representatives, except that public speakers using translation assistance will be allowed to testify for twice the amount of the public testimony time limit. If simultaneous translation services are used, speakers will be governed by the public testimony time limit applied to speakers not requesting translation assistance. Members of the public who want a document placed on the overhead for display should clearly state such and subsequently remove the document when they want the screen to return to live coverage of the meeting.

Charter Amendment (First Draft) to amend Section 9.103 to allow the Board of Supervisors to mandate the expenditure of identified appropriations for particular programs or activities, and requiring the relevant City departments to report to the Board on their plans for expenditure of the money appropriated.

Charter Amendment (First Draft) to amend Sections 2.117, 16.123, 16.123-7, 16.123-8, A8.409-4, 9.100, 9.101, 9.102, 9.103, 9.104, 9.113, 9.113.5, and 9.114, to create an Office of Management and Budget and provide that the Director of that Office shall be appointed by the Mayor and confirmed by the Board of Supervisors to a ten-year term, institute a two-year budgetary cycle for all City departments, and require the City to adopt a five-year financial plan.

LEGISLATION UNDER THE 30-DAY RULE


(Not to be considered at this meeting)
Rule 5.40 provides that when an ordinance or resolution is introduced which would CREATE OR REVISE MAJOR CITY POLICY, the committee to which the legislation is assigned shall not consider the legislation until at least thirty days after the date of introduction. The provisions of this rule shall not apply to the routine operations of the departments of the City or when a legal time limit controls the hearing timing. In general, the rule shall not apply to hearings to consider subject matter when no legislation has been presented, nor shall the rule apply to resolutions which simply URGE action to be taken.

090605 [Charter Amendment - Providing that three members of the Municipal Transportation Agency Board of Directors shall be nominated by the Mayor, three shall be nominated by the President of the Supervisors Avalos, Mar, Campos
Charter Amendment (First Draft) to amend Sections 8A.102 and 15.105 to split the appointments to the San Francisco Municipal Transportation Agency Board of Directors so that three members are nominated each by the Mayor and the President of the Board of Supervisors and that one member is elected by vote of the people.

090606 [Charter Amendment - Eliminating the 48.7-hour limit on the work week for firefighters] Supervisor Avalos
Charter Amendment (First Draft) to amend Section A8.452 to: (1) eliminate the 48.7-hour limitation on the work week for uniformed officers and member of the Fire Department, (2) establish a work week of at least 52 hours, on an annualized basis, for uniformed officers and members assigned to fire fighting companies and units, with the minimum 52-hour work week requirement to be effective for any amendment or extension to the Memorandum of Understanding (MOU) between the City and County of San Francisco (City) and the San Francisco Fire Fighters Union Local 798 (Union) in effect July 1, 2007 through June 30, 2011, and for the successor MOU and each MOU between the City and Union thereafter, and (3) eliminate superseded language setting holiday schedule and compensation requirements for firefighters; and by adding Section A8.590-9 to provide that the work week for firefighters assigned to fire fighting companies and units shall be governed by Section A8.452 and not be subject to binding interest arbitration under Charter Section A8.590-5.

090607 [Requiring adequate taxi service, protecting public ownership of taxi medallions and other features of the medallion program, and ensuring the welfare of taxi drivers] Supervisor Daly
Charter Amendment (Second Draft) to add Section 8A.116 to require the Municipal Transportation Agency to determine the number and types of taxi permits sufficient to ensure adequate taxi service; to require that Agency regulations are consistent with certain principles – that taxi medallions are a public asset that may not be sold, assigned, or transferred; that medallions may only be issued to natural persons, with a limit of one per person; that only application-related fees may be charged medallion applicants; that medallion applications will be considered in the order received, with preference given to applicants who have been active drivers since 2004; and that medallion holders must satisfy an annual driving requirement; and to require that the Agency provide for the welfare of medallion holders and active drivers, including health care, retirement, and disability.

090622 [Charter Amendment - Instituting two-year budgetary cycle, providing for the adoption of a five-year financial plan, and imposing a deadline of June 30 for approval of MOUs for miscellaneous Mayor, Supervisors Chiu, Mirkarimi, Avalos, Campos
Charter Amendment (First Draft) to amend Sections 2.103, 2.108, 2.117, 3.105, 9.100, 9.101, 9.102, 9.103, 9.104, 9.113, 9.113.5, 9.114, 11.100, A8.409-4, A8.590-5, A8.590-8, 16.112, and Article XVII, and adding Sections 9.119, 9.120, and 9.121 to institute a "rolling" two-year budgetary cycle (the City would adopt a new two-year budget each year), allow the Board of Supervisors to convert the rolling two-year budgetary cycle for some or all departments into a "fixed" two-year cycle (each two-year budget would stay in effect for two years), impose a deadline of June 30th for the Board of Supervisors to approve or adopt new terms and conditions of employment for miscellaneous or safety employees if those terms and conditions are to be effective during the upcoming fiscal year, require that City departments, including the Board of Supervisors, post various notices on the departments' websites and eliminate the requirement that the departments publish such notices in the City's official newspaper, and allow the Controller to certify the availability of funds based on the expectation that funds will become available during the course of the budgetary cycle.

090624 [Charter Amendment - Setting Transit Operator Wages and Benefits Solely Through Collective Bargaining] Supervisor Elsbernd
Charter Amendment (First Draft) to amend Sections 8A.104, A8.409-1, A8.409-4 and A8.428 and deleting Section A8.404 of the Charter to eliminate the formula setting a floor for transit operator wages and providing that wages and benefits for transit operators shall be set through collective bargaining and that any impasse in collective bargaining shall be resolved through interest arbitration.

Meeting Procedures
The Board of Supervisors is the Legislative Body of the City and County of San Francisco. The Board has several standing Committees where ordinances and resolutions are the subject of hearings at which members of the public are urged to testify. The full Board does not hold a second public hearing on measures which have been heard in committee.
Board procedures do not permit: 1) persons in the audience at a Committee meeting to vocally express support or opposition to statements by Supervisors or by other persons testifying; 2) ringing and use of cell phones, pagers, and similar sound-producing electronic devices; 3) signs to be brought into the meeting or displayed in the room; 4) standing in the meeting room.
