Pursuant to the provisions of Section 54974, California Government Code, notice is hereby given of the following unscheduled vacancies. Interested persons may obtain an application form from the Clerk of the Rules Committee, 1 Dr. Carlton B. Goodlett Place, Room 244, San Francisco, CA 94102-4689. Completed applications should be submitted to the Clerk of the Board. All applicants must be residents of San Francisco, unless otherwise stated.

SRO HOTEL SAFETY AND STABILIZATION TASK FORCE - File No. 041105

The SRO Hotel Safety and Stabilization Task Force consists of a total of twenty-two (22) members, eight of whom are appointed by the Board of Supervisors. Two shall represent owners and managers of SRO Hotels. Four shall be either SRO tenants or representatives from a community based organization with a significant focus on educating SRO tenants about the risk of fire, and further that each appointee shall represent one and only one of the following neighborhoods: Chinatown, Mission, South of Market, and the Tenderloin. One shall be an SRO tenant who shall represent a language minority group. One shall be an SRO Tenant who shall represent SRO tenants at large.

The composition of the other members are as follows: One member appointed by the Director of the Mayor's Office of Emergency Services; one member appointed by the Director of Public Health; one member appointed by the Director of Human Services; one member appointed by the Director of the San Francisco Redevelopment Agency; one member appointed by the City Attorney from the City Attorney's Code Enforcement Task Force; one member appointed by the Fire Chief; one member appointed by the Director of Department of Building Inspection; one member appointed by the Director of the Mayor's Office of Housing; one member appointed by the Director of Administrative Services; one position shall be permanently designated to the American Red Cross Bay Area and that member shall be appointed by the disaster director of the American Red Cross Bay Area or his or her designated representative; one member appointed by the director of the Mayor's Office of Homelessness to represent the Mayor's Office of Homelessness; one member appointed by the director of the Mayor's Office of Children, Youth and Their Families to represent the Mayor's Office of Children, Youth and Their Families; one member appointed by the Chief of Police to represent the San Francisco Police Department; one member to represent the Office of the District Attorney and who shall be appointed by the District Attorney to the Single Room Occupancy (SRO) Hotel Safety and Stabilization Task Force.

Since 1998 over 400 low income SRO units have been lost due to fire. This Task Force shall monitor and make policy recommendations to the Board of Supervisors in order to prevent further loss of low-income housing and to enhance the City and County of San Francisco's Emergency Response system.

Reports: The Task Force shall draft an initial progress report followed by a comprehensive report within one year of the formal establishment of the Task Force detailing progress in the five focus areas as follows: Emergency Response and follow-through; Fire Mitigation Efforts; Structural Rehabilitation of Fire Damaged Buildings; Long Term Tenant Stabilization; and Investigation and Prosecution of Tenant Rights, Building Code, and Fire Safety violations.

Vacant seat, succeeding Kiran Patel, resigned, seat 2, must be an owner or manager of SRO Hotel, for the unexpired portion of a term ending December 31, 2004.
