Inaugural Notice

 

NOTICE IS HEREBY GIVEN of the following vacancies, upcoming term expirations and information on currently held seats, by the Board of Supervisors:

 

Seat 1, Ovava Eterei Afuhaamango, term expiring March 1, 2023, shall be a member of the public, for a four-year term ending March 1, 2023.

 

 Seat 2, Jayson Wechter, term expiring March 1, 2025, shall be a member of the public, for a four-year term.

 

Seat 3, William Monroe Palmer II, term expiring March 1, 2023, shall be a member of the public, for a four-year term.

 

Seat 4, Michael Nguyen, term expiring March 1, 2025, shall be a member of the public with experience in labor representation, for a four-year term.

 

Additional Requirements: All members shall complete a training and orientation on custodial law enforcement, constitutional policing, and Sheriff’s Department (“SFSD”) policies and procedures, within 90 days of assuming office for their first term.  The Sheriff or the Sheriff’s designee shall prescribe the content of and shall administer the training and orientation regarding SFSD patrol and custodial law enforcement, policies and procedures.  SFSD shall develop the training content based on guidelines recommended by the National Association of Civilian Oversight for Law Enforcement or successor association, the Bar Association of San Francisco or successor association, and/or the American Civil Liberties Union, and SFSD shall consult with the Department of Police Accountability, Public Defender, and the District Attorney in developing the training content.

 

The SDOB shall:

(1)  Appoint, and may remove, the Inspector General in the Sheriff’s Department Office of Inspector General (“OIG”), established in subsection (d).

(2)  Evaluate the work of the OIG, and may review the Inspector General’s individual work performance.

(3)  Compile, evaluate, and recommend law enforcement custodial and patrol best practices.

(4)  Conduct community outreach and receive community input regarding SFSD operations and jail conditions, by holding public meetings and soliciting input from persons incarcerated in the City and County.  

(5)  Prepare and submit a quarterly report to the Sheriff and Board of Supervisors regarding the SDOB evaluations and outreach, and OIG reports submitted to SDOB.

Pursuant to Board of Supervisors Rules of Order 2.19 (Motion No. 05-92) all applicants applying for this Commission must complete and submit, with their application, a copy (not original) of Form 700, Statement of Economic Interests.  Applications will not be considered if a copy of Form 700 is not received.  Form 700, Statement of Economic Interests, may be obtained at http://www.sfbos.org/form700.

Goodlett Place, Room 244, San Francisco, CA 94102-4689.  Completed applications should be submitted to the Clerk of the Board.  All applicants must be residents of San Francisco, unless otherwise stated.

 

Next Steps:  Applicants who meet minimum qualifications will be contacted by the Rules Committee Clerk once the Rules Committee Chair determines the date of the hearing.  Members of the Rules Committee will consider the appointment(s) at the meeting and applicant(s) may be asked to state their qualifications.  The appointment(s) of the individual(s) who are recommended by the Rules Committee will be forwarded to the Board of Supervisors for final approval.
