A Message From The Supervisor:
Last week, I was honored to join On Lok to celebrate the Grand Opening and Ribbon Cutting of the On Lok Excelsior Day Center in San Francisco. This center will provide select services to PACE participants in the neighborhood and surrounding communities who are currently receiving services at other PACE Centers in the city. The newly renovated facility will provide culturally competent care for our seniors in District 11 and I am so happy to see the site open again.Â
On Tuesday, I sent a letter of inquiry on the impacts of the US Magistrate Judge Ryu's injunction against clearing homeless street encampments in San Francisco. We need to understand:
- what City staff can and cannot do as a result of the injunction
- what the impacts of that decision will be
- what the City plans to do to manage street encampments until the full 9th circuit court of appeal takes the case in coming months
I will share the response from departments once we receive it.Â

We will discuss District 11’s most pressing issues and welcome community feedback on budget priorities for Fiscal Year 2023-2024. K Ingleside Rapid Project
The K Ingleside Rapid Project will focus improvements on Ocean Avenue between Junipero Serra Boulevard and the Balboa Park BART Station.
The K Ingleside connects the Ingleside district to downtown San Francisco via West Portal Avenue and the Twin Peaks Tunnel. It links residential neighborhoods, the Ocean Avenue commercial corridor, Balboa Park BART and schools, including City College of San Francisco and primary and secondary schools.
Over 13,000 riders board the K Ingleside daily, and ridership is steadily growing as the city recovers from the pandemic. The K Ingleside is identified as a priority for improvement by the Muni Service Equity Strategy, which focuses on improving Muni in neighborhoods with high percentages of households with low incomes, people of color, seniors and people with disabilities.
The K Ingleside Rapid Project aims to:
- Improve capacity. The line currently runs two-car trains, but due to the inadequate size of some train platforms on Ocean Avenue, only one of the train cars is used, and the second car is locked to prevent riders from using it on that portion of the line, reducing capacity. Increasing train capacity is especially important as housing and jobs are added to the corridor.
- Reduce travel times and increase reliability. Average speeds on the K Ingleside are as slow as 5 m.p.h. in the project area. This project aims to improve travel time by 10-20%.
- Enhance traffic safety. Ocean Avenue is one of the city’s most dangerous streets. Portions of Ocean Avenue within the project area are part of the High Injury Network, which is the 12% of city streets where 68% of all severe and fatal traffic collisions occur.
The project is part of the Muni Forward program, which delivers transit priority and reliability improvements across the Muni system, particularly where ridership is the highest and in the most transit-dependent neighborhoods.
Project Outreach
The K Ingleside Rapid project builds on previous efforts on the corridor to address current and future needs emerging from growth. Most recently, the Ocean Avenue Mobility Action Plan convened a community task force and held online town halls to prioritize and identify funding for improvements to transportation, safety for people walking and bicycling and traffic circulation. Through this process, the K Ingleside Rapid Project advanced as one of its priority projects.
Public outreach for the project begins spring 2023. This includes in-person and digital options for you to share your ideas, experiences and feedback to help shape this project. Sign up for project updates to stay connected.

Construction of the project is primarily funded through a grant from the State of California’s Transit and Intercity Rail Capital Program.

The Frida Kahlo Quick-Build Project aims to improve safety for people walking and bicycling on Frida Kahlo Way at the Ocean Avenue intersection and to the section of Frida Kahlo Way north of Ocean Avenue. This project is scheduled to launch in the spring of 2023.

The COR program is recruiting!
The Construction On Ramp (COR) Program is a FREE job readiness training program for youth and young adults ages 17-24. The program introduces participants to the construction industry and assists them with the application process to the CityBuild Academy. The CityBuild Academy trains participants in a variety of construction trades and prepares them for unionized jobs in the construction sector after their graduation! Each participant who completes the COR program will receive a $100 Visa gift card.Â

April is National Financial Capability Month
The San Francisco Public Library is getting in on the action by offering free programs to support the public’s financial capability and future goals.
Starting on April 4, the Library in partnership with experts, provide presentations on a wide menu of topics, ranging from the basics on saving, financial planning and cash flow management, to investing, retirement planning, property tax and insurance sub-limits. There are also workshops on the psychology of spending and how to overcome procrastination. Most of the programs are virtual and can be accessed from the comfort of one’s own home or by accessing a computer for free at the Library.
In addition, the public can access financial literacy coaching weekdays through the Library’s partners at Smart Money Coaching and Advisers Give Back. Smart Money Coaching offers free, confidential, basic financial guidance for anyone living, working or receiving services in San Francisco regardless of citizenship status. Coaches are fluent in Spanish, Cantonese and Mandarin with additional translation services as requested. Coaching sessions are in-person or virtual.Â

Come celebrate art, neighborhood legacy, and your community in San Francisco District 11!
This community festival celebrates the historically-Black Lakeview/OMI neighborhood in San Francisco District 11, the power of community legacy, the importance of getting outside, creating connections with the community around you, and most of all, celebrating the 173rd birthday and incorporation of San Francisco (April 15th, 1850). Featuring local artists and vendors, activities for kids and adults, DJ, food trucks, live music and performances, and resource stations from community organizations: this family friendly event has something for everyone!Â
415 Day: Lakeview will be held on Saturday, April 15th, 2023 from 12PM - 3PM. As always, this event is free to the public. In order to have your community-based organization or business logo on the flyer, you must RSVP no later than noon on March 15th, 2023. NO EXCEPTIONS.

Outer Mission clean up this Saturday, April 15
VOLUNTEER: Please meet starting 2pm at Alemany & Ottowa, on corner in front of Bethel church. We will pick up trash on sidewalks in the area. Equipment will be provided; bring work gloves if you have them. We will finish no later than 4pm, when all trash needs to be bagged for pickup.

2023 Ocean Avenue Eid-Al-Fitr CelebrationÂ
DISTRICT 7 & 11: OMI Cultural Participation Project, Ingleside Branch Library and the San Francisco Public Library cordially invite the public to join us on Sunday, April 23rd, 2023 as we hold space for our Muslim community in San Francisco District 7 & 11, and celebrate the closing of the month of Ramadan.

While San Franciscans work together to recover from the hardships of the past year, Eid al-Fitr serves as a reminder of our obligation to lift one another up, and serve and support each other. We have seen such compassion and community over the last year, and at the OMI Cultural Participation Project, we know that spirit of service and shared strength will continue among our Muslim brothers and sisters and throughout the entire city.
The lessons and principles of Ramadan extend beyond the month itself, and the importance and prominence of cooperation, charity, self-reformation, and community service must extend beyond the pandemic, through the recovery and throughout San Francisco.
We hope that Ramadan 2023 is a powerful, spiritual time for all who practice Islam, and we pray that peace, blessings, and light are granted to all during this holy month and beyond. |
Community hub in Excelsior District and continuation of tablet classes in Excelsior District
The Community Youth Center now has a permanent community hub within Excelsior District! The location of the new hub is 35 San Juan Avenue, right next to Excelsior Action Group (many thanks for temporarily sharing the office space for us as we are establishing the community hub!). Our community hubs offers a variety of services, including translation, referrals, community workshops, and more!
Speaking of workshops, our tablet classes, which we have been partnering with the San Francisco Public Library, will now be consolidated into our community hubs!
The flyers above are for the tablet classes; the classes will be instructed in Chinese for the first three Tuesday of each month, and the class on the 4th Tuesday of the month will be instructed in English.Â

Had a great Friday morning closing out the Week of the Young Child visiting La Bamba preschool, an amazing Spanish-English bilingual preschool in Distict 11. Thank you to the Early Childcare Providers of SF (ECESF) and Children's Council for organizing these site visits throughout the city and a huge thanks to Maestra Corey for welcoming us into her school and speaking about the joys of teaching our youngest learners and the challenges that FCCs continue to face. |
