I’m thrilled to announce that the Board of Supervisors Budget and Appropriations Committee has approved a $15.9 billion dollar budget deal with Mayor London Breed. This proposed budget is a victory for our community, ensuring that the most vulnerable receive the support they need in these challenging times.Â
We successfully fought to restore $25 million in funding for children and youth programs that were previously cut, many of the programs served District 11 residents. This budget is a testament to what we can achieve when we come together and advocate for our community’s needs. The proposed budget now heads to the full Board of Supervisors for a vote and then to Mayor Breed for her signature.Â

As a reminder, this weekend is one of the world’s largest LGBTQIA+ parades – San Francisco’s Pride Parade. I’m excited to march in the parade this Sunday, June 30 and I hope you’ll join me. We’re meeting at 11AM on the west side of Main Street, between Market Street and Mission Street.

MEETING SAN FRANCISCO'S HOUSING GOALS
Â
This week, I introduced a groundbreaking ordinance to the Board of Supervisors to create thousands of good-paying union construction jobs and ensure San Francisco meets its state Housing Element goals. This legislation is designed to attract union pension fund investments back to our city, fostering economic growth and expanding affordable housing options.

San Francisco is facing a critical housing crisis, making it difficult for many working families and first responders to afford to live here. This ordinance is a important step toward addressing this issue by incentivizing the construction of more affordable housing. As outlined in the City's Housing Element, which the Board of Supervisors unanimously approved in January 2023, we aim to allow 82,000 new homes to be built over the next eight years.

This ordinance proposes a temporary reduction in transfer tax requirements for newly constructed or recently completed rental housing buildings that meet the following criteria:

At least 12% of their units are permanently affordable onsite

Built with all union labor
-
At least $25 million of union pension funds invested in the building
Upon the sale of such buildings, the transfer tax rates would be temporarily reduced:

From 5.5% to 3% for properties valued between $10 million and $25 million
-
From 6% to 3% for properties valued at $25 million or more
Additionally, buildings constructed between June 3, 2014, and the ordinance's passage can benefit from the tax reduction for the next five years, while new projects have ten years to qualify.
This legislation has support from the San Francisco Pension Fund, the AFL-CIO Housing Investment Trust, and some developers.

The AFL-CIO Housing Investment Trust estimates that each $100 million in residential development will employ approximately 535 union members and generate $25-30 million in union wages, significantly boosting the city's economy.

To give you a sense of the impact, housing projects financed by the Housing Investment Trust paid $4.6 million in property taxes in 2023, offsetting the cost to the city. These projects have also added 970 units to the city's housing stock, including 174 affordable units, demonstrating the positive outcomes that can be achieved through this type of investment.

The parade is our opportunity to celebrate the diversity and strength of the LGBTQ+ community and their invaluable contributions to San Francisco. Our city would not be the same without its vibrant LGBTQ+ community.

I've been checking-in on the progress of San Francisco's first community market in the Bayview-Hunters Point neighborhood, and I'm thrilled to report that over 200 families have already received free groceries. Located at 5030 3rd Street, this market is open every Wednesday and Friday to those who qualify.
As I mentioned in my last newsletter, I introduced the Empowerment Community Markets ordinance three years ago to address food deserts and provide healthy food for low-income families. To benefit from this market, community members must meet the following criteria:

Receive public assistance such as CalFresh, Medi-Cal, or CalWORKs, or have a low income (earning less than 300% of the federal poverty level)

DISTRICT 11 CLEANUP
Â
I enjoyed joining over 50 dedicated volunteers for a massive cleanup in District 11 on Saturday, June 22. San Francisco Public Works hosted this District 11 Neighborhood Beautification Day as part of its Love Our City initiative.
This citywide effort aims to keep San Francisco beautiful through landscaping, gardening projects, graffiti removal, and litter cleanup in our neighborhoods.

CLEAN CORRIDORS INITIATIVE

I'm excited to share that we have launched a new season of Clean Corridors SF! Every Thursday at 8AM, San Francisco Public Works deploys a team of power washers, flusher trucks, litter and graffiti removers, and outreach inspectors to clean the streets, sidewalks, and public furniture along vital commercial corridors.
This initiative not only enhances the cleanliness of our community but also educates residents and merchants about their responsibilities in maintaining a clean and safe environment.
Through a strong partnership between Public Works and our community members, Clean Corridors SF is not just a project, but a shared commitment. It aims to create a more welcoming environment for residents, merchants, and visitors in San Francisco's vital neighborhood commercial districts.

STOREFRONT VANDALISM RELIEF GRANT

The Office of Economic and Workforce Development (OEWD) is still accepting Vandalism grant applications. Â
If you own a business or know someone who owns a business impacted by vandalism, this exclusive program offers either $1,000 or $2,000 financial relief (depending on the total cost of repairs).Â
This is a first-come, first-serve grant, giving you the opportunity to secure your relief. Businesses can submit two claims within a 1-year period. The applicant must be a business owner.

TWIN PEAKS TUNNEL UPGRADESÂ
Â
The Twin Peaks Tunnel, serving our city for over a century, needs some essential repairs to keep up with the demands of time and the Muni system. Recent inspections confirmed the tunnel is safe, but two areas need immediate work, which we'll complete this summer.
The repair schedule includes closures on July 20-21, and August 22-29. During these repairs, subway service will operate from Embarcadero to Castro, and bus shuttles will run from Castro and Church to the outer rail terminals on the K, L, and M.

West Portal and Forest Hill stations will be closed all day. We are advising riders to use K, L, or M bus shuttle substitutions on the surface. For Forest Hill Station, use bus stops at Laguna Honda & Dewey.Â

M Buses and K Buses will run between Balboa Park and Church, with stops at West Portal, Forest Hill, Castro, and Church.

L Buses will be extended to run between SF Zoo and Church, with stops at West Portal, Forest Hill, Castro, and Church.

S Shuttle trains will run special service between Castro and Embarcadero stations, serving all stations in between.

J, N and T trains will run as usual. Riders will need to transfer between underground Muni Metro trains and K, L, and M buses at Church or Castro.

Improvement Update on San Jose Avenue: Parking RestrictionsÂ
Â
After collaborating with the SFMTA to prioritize safety on San Jose Avenue, crews will start constructing a quick-build raised concrete pedestrian platform island at San Jose Avenue and Niagara at the end of this month.
The installation of the raised platform is a significant step towards enhancing safety for pedestrians and MUNI riders, particularly those boarding and exiting the train. Importantly, the M Oceanview streetcar line will not be disrupted for transit riders during the quick-build construction.

However, in order for the work to be completed, construction vehicle crews will need to use the parking spaces on San Jose so parking restrictions will be in effect. For those looking for parking, the curb space on the east side of San Jose Ave north of Niagara has been converted to general parking which adds five general parking spaces.

This quick build on San Jose is one of the many quick safety builds and permanent construction projects of the M Ocean View Transit and Safety Project | SFMTA.

Foot Locker Foundation Community Empowerment Program

Local Initiatives Support Corporation (LISC) has several funding opportunities available to the Bay Area non-profit and small business community - eligibility and deadlines vary. See below for more information.
Nonprofit community organizations that empower youth in underserved communities within the Bay Area are invited to apply for grant funding through the Foot Locker Foundation Community Empowerment Program.
The Bay Area is one of 13 metro areas where the Community Empowerment Program is active. Grants from $25,000 to $100,000 are available to support a range of programs for young people, including health and wellness, education and life skills support, mentoring, and career development.
Applications are due by September 30, 2024.

Game On-Community Places to Play

LISC and the DICK’s Sporting Goods Foundation recently announced a second round of Game On-Community Places to Play. The initiative provides funding and technical assistance to nonprofit organizations that are working to create and/or renovate multi-use athletic spaces for youth ages 6-24 in under-resourced communities across the country.Â
Grant awards range from $50,000-$100,000 and will require 1:1 match funding.
Applications must be submitted by September 5, 2024.
Funds will be awarded to outdoor and indoor facilities for all organized youth sports, including but not limited to basketball, baseball, softball, soccer, football, tennis, lacrosse, and volleyball.
We encourage potential applicants to register for the informational webinar tomorrow, June 26, 2024 at 10am PST.Â
