A Message From The Supervisor:
Happy First Day of school to our young students! I am elated to see students return to the classroom for much needed in-person learning this year.
As most of you have heard, we are preparing to implement new mask and vaccine mandates that will begin this Friday August 20, 2021. If you have not been vaccinated and would like to get vaccinated - we have two locations within our District to do so. Please see the information listed below in the newsletter to see scheduling and drop in options.
M Line Rail Service is back! I am so glad to see the train running again, just in time for the school year to begin. It will run every 10 minutes on weekdays and every 12 minutes on weekends. In addition, a large number of other MUNI lines have returned. I have included a detailed list below.
SF Gate wrote an amazing article about one of our community leaders, Felisia Thibideaux, who has done great work educating and vaccinating our community. Felisia Thibodeaux is the executive director of the Southwest Community Corporation, which operates out of the I.T. Bookman Community Center in District 11. She has personally referred over a thousand people to get vaccinated, delivered groceries to countless seniors throughout the pandemic and more. You can read more by clicking HERE .
Over the weekend we had a fatal traffic collision in the District. My heart and deepest sympathy goes out to the family and friends of the victim. Our office and SFMTA have worked and will continue to work to improve the safety of our roads here in District 11.

San Francisco Requires Proof of Vaccination for Entry to Certain Indoor Businesses and All Large Indoor Events
San Francisco will require businesses in certain high-contact indoor sectors, such as those that serve food or drink like bars, restaurants, clubs, theaters and entertainment venues, as well as indoor gyms and other fitness establishments, to obtain proof of vaccination from their patrons and employees in order for them to go inside those facilities. This does not include individuals ordering or picking up food or drink to go. The Health Order is designed to protect against the continued spread of COVID-19, particularly among the unvaccinated, while keeping businesses open and helping to ensure schools remain open.
Additionally, San Francisco’s order creates a new proof of vaccination requirement for large events at indoor venues, requiring attendees who are age 12 or older at events with 1,000 people or more to provide proof of vaccination. Previously, state and local rules required proof of vaccination or testing to attend indoor mega-events with 5,000 people or more. Under the updated San Francisco order, providing a self-attestation of vaccination or a negative COVID-19 test in lieu of proof of vaccination are no longer options for people 12 and older to attend these indoor large or mega-events. Sponsors of outdoor events with more than 5,000 people attending are strongly urged to require proof of vaccination for patrons and staff.
The health order also extends vaccination requirements to certain health care providers—including workers at adult day centers, residential care facilities, dental offices, home health aides and pharmacists—who are not included in the state health order on vaccinations.

Updated schools directive:
- Schools are strongly urged to require all staff to be fully vaccinated.
- For all staff that are not fully vaccinated, they will be required to undergo twice weekly antigen or once weekly PCR testing.
Updated schools guidance:
- School-based personnel who are not fully vaccinated for COVID-19 must be tested once a week by PCR, or twice a week by antigen testing.
- Adults must wear face masks indoors, even when students are not present.

Rental Assistance
Right now, San Francisco has over $182 million in rental assistance available for families in need. This support is available to renters and landlords who have experienced financial hardship due to the pandemic, are at risk of experiencing homelessness or housing instability, and have a household income at or below 80% of area median income – which is $146,350 for a family of four in San Francisco. There is free assistance available for filling out the required forms. According to the Treasury Department over 45,000 households in California have already benefited from this assistance.
If you are behind on rent payments, you must give your landlord a signed declaration in response to a 15-day notice regarding your payments. However, for payments between September 2020 and September 2021, you must pay at least 25% of your rent within those 13 months in additional to giving your landlord the above declaration. While you cannot be evicted for unpaid rent, starting on November 1, 2021, landlords can take tenants to small claims court for unpaid rent. In response, San Francisco has partnered with Bay Area Legal Aid and other legal service organizations to help with these COVID-19 rental debt matters.

August 14, 2021 Muni COVID-19 Core Service Changes
Route Restorations
- M Ocean View will return to rail service and resume its full pre-pandemic route between the Embarcadero station and San Jose and Geneva Avenues.
- 5R Fulton Rapid service will be returning from La Playa to the Transit Center Bus Plaza.
- 18 46th Avenue will connect customers from the Richmond and Outer Sunset to Stonestown.
- 28 19th Avenue service will be returning between Daly City BART and the Marina (via Lombard).
- 35 Eureka will provide additional access from hilly districts to Muni Metro and BART.
- 36 Teresita full route will be restored.
- 39 Coit will return, providing high-frequency service in North Beach and Fisherman’s Wharf.
- Muni “school trippers” will run during afternoon peak school hours.
New Route
- 58 Lake Merced will travel along John Muir Drive and Sloat Boulevard, serving communities west of the lake and connecting to shopping destinations, Daly City BART and Muni’s 14 Mission.
Adjusted Route Restorations
- 23 Monterey will resume providing service between Palou Avenue & 3rd Street and Saint Francis Wood and will connect to West Portal Station instead of Great Highway.
- 31 Balboa will provide service from Cabrillo Street and La Playa to Cyril Magnin at Market Street.
- 52 Excelsior will resume providing service between Dublin Street & La Grande Avenue in the Excelsior and Forest Hill Station. Service will be extended to connect to 14th Avenue & Quintara Street via 7th Avenue, Judah Street and 9th Avenue, providing service to Golden Gate Heights via a segment of the temporarily suspended 6 Parnassus.
- 56 Rutland will resume providing service between Visitacion Valley Middle School and Executive Park. Service will be extended to connect to 29 Sunset and Burton High School on Mansell Street.
- 57 Parkmerced will resume providing service along a shortened route between Eucalyptus Drive & Junipero Serra Boulevard and Daly City BART Station, providing direct connections from Stonestown and Parkmerced to BART and KT Ingleside-Third Street. The new 58 Lake Merced will provide service along John Muir Drive.
- 66 Quintara will resume providing service between Vicente Street & 30th Street and 9th Avenue & Judah Street. Service will be extended to provide connections to UCSF and Haight Street & via Parnassus Avenue along a segment of the temporarily suspended 6 Parnassus.
Route Extensions
- 12 Folsom will be extended to the south from Market Street to provide service between Jackson Street & Van Ness Avenue and Caesar Chavez & Bartlett Street. In the Mission, service will run along 26th Street instead of connecting to 24th Street BART Station. South of Market, instead of running along 2nd Street, service will be provided to Rincon Hill via routing along Main Street and Spear Street.
- 48 Quintara/24th Street will be extended to the west from West Portal Station to resume providing service along the pre-pandemic route between 20th Street & 3rd Street and Great Highway & Rivera Street.

Expanded Evening Service
In August, Muni service hours will be extended to midnight on 16 key routes to help people traveling later as the city reopens from the pandemic. For those who need to get around after midnight, we are planning to bring back Muni’s full late-night Owl network, including the 5 Fulton Owl and the 48 Quintara/24th Street Owl, providing service from midnight to 5 a.m. (except for the L Owl, which will continue to run from 10 p.m. to 5 a.m.). Late-night bus routes will include:
We also plan to extend Metro Bus hours to cover the time span between Owl and rail service.
The K Ingleside Bus, N Judah Bus and T Third Street Bus will operate from 5 a.m. to 6 a.m. and 9 p.m. to midnight on weekdays and 5 a.m. to 8 a.m. and 9 p.m. to midnight on weekends.
Metro rail service on the KT Ingleside-Third Street, M Ocean View and the N Judah will run from 6 a.m. to 9 p.m. weekdays and 8 a.m. to 9 p.m. weekends and on the J Church from 5 a.m. to 10 p.m. daily.
Restoring All Owl All-Nighter Service
Muni’s full and original late-night Owl network is scheduled to be restored in August, providing service from midnight to 5 a.m. by adding back the 5 Fulton Owl and 48 Quintara/24th Street Owl. Owl service frequency will remain approximately 30 minutes.

Updated Health Order - Info and Resources for Businesses
As soon as possible, but no later than August 20, 2021, covered businesses will require all patrons age 12 and older to show proof that they are Fully Vaccinated before entering any indoor portion of a facility, subject only to exceptions found in the Health Order and any applicable requirements of federal, state, or local laws requiring accommodation. Employees will be required to meet these requirements by October 13, 2021.
- The new requirements apply to certain high-contact indoor sectors such as those that serve food or drink like bars, restaurants, clubs, movie theaters, gyms, other fitness establishments, and large indoor events (1,000-4,999 people). (The state already requires proof of full vaccination status for indoor mega-events, defined as 5,000+ people.)
- Health care workers are included and San Francisco is closing certain exemptions in the state health order to require vaccinations for all health care workers at adult day centers, residential care facilities, dentists, home health aides, and pharmacists.
- This does not include individuals ordering or picking up food or drink to go.
REQUIRED SIGNS
There is newly required signage that businesses must post at public entrances and in employee-facing areas. They combine the signage for indoor masking with the new vaccination requirement, in multiple languages.

PROOF OF FULL VACCINATION
Covered Businesses MAY NOT accept a written self-attestation of vaccination as proof.
The following are the ONLY acceptable proof of Full Vaccination:
- the CDC vaccination card, which includes name of person vaccinated, type of vaccine provided, and date last dose administered, or similar documentation issued by another foreign governmental jurisdiction;
- a photo or copy of a vaccination card as a separate document;
- a photo of a vaccination card stored on a phone or electronic device;
- documentation of vaccination from a healthcare provider; or
- a personal digital COVID-19 vaccine record issued by the State of California and available by going to myvaccinerecord.cdph.ca.gov or similar documentation issued by another state, local, or foreign governmental jurisdiction, or by an approved private company (view a list of approved companies offering digital vaccine cards).

The Office of Economic and Workforce Development is expecting to launch applications for the Storefront Vandalism Relief Grant at the end of August 2021. SFPUC Announces Expansion of Leak Alert Program
As the state continues to grapple with dry weather conditions, the San Francisco Public Utilities Commission is expanding its innovative Leak Alert program, which notifies customers of continuous water use. The expanded program will now notify commercial and industrial properties and larger multi-family buildings, along with continuing to send leak alerts to single and small multi-family properties and irrigation accounts.
The Leak Alert program alerts customers when they have three days of non-stop water use, which could mean they have a plumbing leak. For commercial, industrial, and multi-family properties more than three dwelling units, the SFPUC also screens for increases of 50 percent and more in water use over the past 90 days, as well as spikes in nightly water use, in addition to the constant use monitoring. In the last fiscal year, the Leak Alert program saved SFPUC customers an estimated 47 million gallons of water.
The SFPUC provides many resources to help customers fix leaks. Customers are encouraged to have a current email address and phone number on file, so that they can be reached in a timely manner if their property appears to have a leak. San Francisco customers who register to pay their bills online through MyAccount also can track their water use on a daily or even hourly basis to detect water waste. |
