A Message From The Supervisor:
Today, Friday, January 15, 2021, would have been the 92nd birthday of Dr. Martin Luther King Jr. As we observe and honor the historic legacy of Dr. Martin Luther King, it is important that we all consider our roles in our community and evaluate how we can do more. In the words of Dr. King, “Life’s most persistent and urgent question is, ‘What are you doing for others?’ Today, I referenced this very quote when I presented Delia Fitzpatrick with the “Keeping the Dream Alive Community Award” during the 37th Annual Dr. Martin Luther King Virtual Luncheon presented by San Francisco’s Recreation and Parks Department. This annual event is usually held at Minnie and Lovie Ward Recreation Center but was held via Zoom due to the ongoing stay-at-home order.
It was a pleasure to honor Delia and the amazing work that she continues to do in the OMI and Outer Mission Community. For the past nine months, her organization Our Kids First has served over 9,000 produce boxes to seniors and families in District 11 out of the San Francisco Christian Center. Food security continues to be one of my top priorities for 2021. In addition, I am working hard to open up more learning hubs for our children in District 11.
I've been extremely busy this week. During the Board meeting on Tuesday, I called for a hearing to highlight the successes of our Safe Parking and Vehicular Triage Center pilot program. I believe this program can be expanded beyond the Balboa Upper Yard.
Lastly, I am now serving on the Budget & Finance Committee as a Vice chair and the Joint City, School District, and City College Select Committee as Vice Chair. Both committees are crucial to our City’s recovery from the pandemic and economic downturn and I look forward to getting to work to help solve our budget crisis and issues within our education system.
Although our City Hall Office is closed to the public due to the ongoing COVID-19 pandemic, we are still here to serve you. January COVID-19 Testing in District 11
San Francisco is experiencing a surge of COVID-19 positive cases and the demand for testing has increased. The city is encouraging residents who have insurance to get tested through their medical provider, so as to take the strain off of our free testing sites. If you have health insurance, schedule a test with your doctor. If you have symptoms or known exposure, your healthcare provider is required by law to get you a test.

Youth Transportation Advisory Board - Apply by Monday, January 18th!
The SFMTA is forming a Youth Transportation Advisory Board (YTAB), we strongly encourage all interested youth to apply today ! The deadline is January 18th, and they will be selecting up to seventeen youth between ages 14 and 18 for paid positions on the board. SFMTA seeks to build an inclusive board that will represent the diverse needs of SF youth and their communities and are happy to answer any questions you may have about YTAB or the application process at ytab@sfmta.com.

Small Business Resources
$25 Million Early Education Economic Recovery Program
Mayor Breed announced $25 million in financial assistance for San Francisco’s early care and education programs, which care for approximately 10,000 children across the city.
This is a huge lifeline for our Early Childcare Educators, our children, our city and for my district. District 11 has the most family childcare providers in the city and we have the second largest number of children under the age of six. Quality and affordable childcare is a basic right if we expect to have a just workforce for families. It is also imperative that we value, support and sustain our Early Care Providers and recognize their contribution to our workforce and this fund does just that. $62 Million SF Small Business Relief Program
Mayor Breed also announced a new plan to provide immediate financial relief for small businesses struggling as a result of COVID-19. The $62 million plan will provide a combination of grants and very low to zero-interest loans, which will complement and expand existing local, state, and federal initiatives. Federal COVID-19 Emergency Relief Package
Congress reached an agreement on a $900 billion relief package and a $1.4 trillion omnibus spending bill that funds the federal government through September 2021. Measures will include COVID-19 relief to small businesses, individuals, and families. The President has finally signed the bill into law as of a couple days ago. Small business measures include
- $284 billion added to the Paycheck Protection Program (PPP). The PPP will also be updated through expanded eligibility and forgiveness.
- $20 billion added to the Economic Injury Disaster Loans Program (EIDL)
- $15 billion for the Save Our Stages Grant Program
This new grant program will support live entertainment venues and promoters, movie theaters, museums, performing arts organizations, and talent representatives. Applications are not yet available.
- $3.5 billion in debt relief and program enhancements for new and existing SBA-backed small business loans, including 7(a), 504, and Microloan programs.
Updates will be posted on the Office of Economic and Workforce Development’s (OEWD) resource page HERE as details are finalized.
CA Small Business COVID-19 Relief Grant Program
Small businesses form the economic heart of every community. This is why on November 30, 2020 the Governor announced The California Small Business COVID-19 Relief Grant Program which would provide $500M to highly impacted small businesses, for profit and non-profit, in geographies and industries disproportionally impacted by COVID-19 health and safety restrictions as well in disadvantaged communities and underserved small business groups who have been unable to access relief.
Grants of up to $25,000 will be issued in two rounds of funding to eligible businesses and nonprofits with annual gross revenue of between $1,000 to $2.5M. Businesses with annual revenue between $1,000 - $100,000 will receive $5,000; businesses with annual revenue of $100,000 to $1M will receive $15,000; and businesses with annual revenue of $1M to $2.5M will receive $25,000.
Applications for Round 1 opened on Wednesday, December 30th, 2020 at 8:00 AM and close on Friday, January 8th, 2021 at 11:59 PM. Round 2 will be announced in the near future.
Important points to note:
- Grants will not be issued on a first-come, first-serve basis. Please take your time during the application period to ensure that your application is accurate and includes all the required documents.
- Eligible business applicants will be scored based on COVID-19 impact factors incorporated into the Program’s priority criteria; grants will be distributed based on scoring.
- One complete application will qualify you for both rounds so please only apply once; qualified applications that are not awarded a grant in the first round will be rolled over into the next funding round for consideration.
- This is California state funding, not federal funding.
- Approval notifications will begin on January 13, 2021.
