Legislative Update
Supervisor Safai Co-Sponsors Legislation Calling On The Department of Public Health To Adopt Health Provisions That Address The Health And Social Inequities That Have Come To Light During This Ongoing COVID-19 Pandemic:


On Tuesday, April 28, 2020, Supervisor Safai co-sponsored Supervisor Shaman Walton's (District 10; Bayview) resolution urging the Department of Public Health ("DPH") to implement additional health provisions to address social and health inequities being exacerbated by the COVID-19 pandemic.


Specifically, the legislation called for DPH to implement the following six measures in an effort to curtail the racial and economic disparities we are seeing as testing becomes more commonplace:


1) Implement pop-up testing sites throughout zip codes with the highest rates of COVID-19 cases, and these sites should also test asymptomatic residents to prevent the spread and avoid an increase of cases and deaths; 


2) Implement additional field care clinics in areas with the highest number of COVID-19 cases in order to provide necessary medical treatment and urgent care support. 


3) Deploy proper personal protective equipment for all employees and members of communities in areas move vulnerable and susceptible to contracting COVID-19. 


4) Increase resources for outreach and education in areas that need a more concentrated and culturally competent strategies to inform people about the latest health orders and imperative updates to increase compliance. 


5) Immediately work with the Department of Homelessness and Supportive Housing and the Healthy Streets Operation Center Homelessness Outreach to provide testing to the homeless population including asymptomatic people in congregate settings such as single room occupancy hotels, shleters, navigation centers, and encampments. 


6) Immediately work with the Department of Homelessness and Supportive Housing, the Helthy Streets Operation Center Homeless Outreach, Human Services Agency, and the Emergency Operations Center to place homeless people who are capable of caring for themselves in hotels to prevent further transmission in an already vulnerable population living on the streets. 


DPH is also instructed to implement the aforementioned directives immediately, to prevent the spread of COVID-19. 


This resolution will be up for a vote at the next regularly-scheduled Board of Supervisors meeting, May 5, 2020.

Mayor London N. Breed And The Office Of Economic And Workforce Development Announces Neighborhood Mini-Grants To Support Small Businesses In Undeserved Communities: 


On Tuesday, April 28, 2020, Mayor London N. Breed and the Office of Economic and Workforce Development  announced nearly $1 million in new funding for mini-grants to independently-owned and women-owned small businesses in under-served commercial corridors, including: District 11's very own Outer Mission Ingleside (OMI) and Excelsior neighborhoods, Bayview, Central Market Tenderloin, Japantown, Fillmore, and the Mission. 


The Neighborhood Mini-Grants, totaling at $1-million dollars, is expected to help 300 small businesses in San Francisco. The mini-grants range from $1,000 to $10,000. Our partners will review applications and give out the available funding.

 

The City is awarding these grants to small businesses with less than $2.5 million in gross annual receipts. Your business must also have closed or seen a 25% decline in revenue during the coronavirus outbreak and, please note, some neighborhoods will have additional criteria.

IMPORTANT: California's Pandemic Unemployment Assistance Program: 


On Tuesday, April 28, 2020, California's Employment Development Department (EDD) started accepting online applications for the Pandemic Unemployment Assistance ("PUA") Program


What is California's  PUA Program? 

This is a newly available emergency unemployment assistance program under the federal CARES Act. PUA provides assistance for unemployed or partially unemployed individuals who are not eligible for regular unemployment insurance and who are unable or unavailable to work due to COVID-19 related circumstances. 


Who should apply (covered individuals)?
  • Independent contractors
  • Self-employed
  • Individuals without sufficient work history
  • Individuals who have exhausted their regular and any extended UI benefits
  • Must self-certify to be able and available to work except are unemployed due to COVID-19 related reason
 

When Do Benefits Begin? 

Benefits can be retroactive to weeks starting on or after February 2, 2020, depending on your last day of work due to COVID-19 and regardless of when you submitted your claim application. The effective date of your claim will begin the Sunday of the week when you last worked and became unemployed due to reasons directly related to COVID-19.


How Long Will Benefits Be Awarded?

Up to 39 weeks (minus any weeks of regular UI and certain extended UI benefits). Last week is week ending December 26, 2020.**

** Under the CARES Act of 2020, the $600 additional benefits are available through 07/31/20. However, the U.S. DOL has issued guidance to clarify that, for most Californians, the last full week of benefits will end on 07/25/20. Similarly, the PUA program has a legislative end date of 12/31/20, but for most Californians the last full week of benefits will end on 12/26/20.



What is the amount of benefits?

Amount of Benefits

  • Minimum weekly benefit amount of $167 (but weekly amount may be higher and equal the amount provided under regular UI, depending on proof of prior earnings)
  • PLUS $600 for weeks between March 29, 2020 to July 25, 2020.*

The City and County Of San Francisco Has CLOSED McLaren Park's Shelly Drive and Golden Gate Park's JFK Drive Starting Tuesday, April 28, 2020, At 6:00 A.M. For As Long As The Shelter-In-Place Order Is In Place:


On Monday, April 27, 2020, Mayor London N. Breed announced that beginning Tuesday, April 28, 2020, at 6:00 a.m., a portion of John F. Kennedy Drive -- from Kezar Drive to Transverse Drive -- in Golden Gate Park and John F. Shelley Drive in John McLaren Park will be closed to vehicles 24 hours per day throughout the duration of San Francisco's Stay Home Order. 


Why? 
The street closures are intended to ensure there is enough space for people who choose to exercise in Golden Gate Park McLaren Park to maintain required physical distancing. 


Please note, while the street closures are intended to increase space for people to get outside all park users must still practice social distancing and people over 60 years of age and/or those with underlying health conditions or who are sick are encouraged to not leave their homes.

San Francisco Property Tax Services – The April 10, 2020 Deadline was EXTENDED to May 4, 2020:
 
 
On April 10, 2020, San Francisco’s homeowners know that property taxes are normally due, however the Board of Supervisor and the Treasurer & Tax Collector extended the deadline to May 4, 2020.


San Francisco’s Office of the Treasurer & Tax Collector urges everyone to please pay on time, but if you can’t pay on time and meet the May 4 deadline for reasons related to the novel coronavirus (“COVID-19”) you should submit a request for a penalty waiver online AFTER the May 4, 2020 deadline.

The SBA's Paycheck Protection Program For Small Businesses Struggling To Stay Financially Afloat Because Of COVID-19:


On Friday, April 24, 2020, Trump signed the interim relief bill passed by Congress and, in so doing, replenished the coffers of the U.S. Small Business Administration (SBA) so that the SBA could disperse, under the federal Paycheck Protection Program ("PPP"), loans to small businesses that are struggling to stay financially afloat because of COVID-19.


What's new?
This second round of PPP has $320 billion available and of that $320 billion, $30 billion will be earmarked for financial institutions with under $10 billion in assets and another $30 billion for institutions between $10 billion and $50 billion.
