As our City is coping with the effects of the novel coronavirus ("COVID-19"), I wanted to let each of you know that my office is working hard to stay up-to-date on all fronts so that you all can be informed of what is happening locally, statewide, and nationally. Legislative Update

Mayor Breed Announces Timeline And Plan For Safely Re-Opening San Francisco 

Today, Mayor London Breed announced a plan for re-opening San Francisco that will allow certain businesses and activities to resume with modifications in phases over the coming weeks and months.  

San Francisco's re-opening plan is aligned with the State's guidelines and is based on a San Francisco-specific risk model to control the spread of COVID-19 and protect public health. Note, however, that the timeline for allowing certain businesses and activities to resume will be adjusted as needed based on public health data. 

San Francisco's Plan separate's the State's second state into three phases -- Phase 2A, 2B, and 2C. San Francisco's Phases 3 and 4 are aligned with the State's stages. San Francisco has already entered into Phase 2A, which allows curbside pickup permitted for most retail, construction, elective surgeries, and outdoor businesses like carwashes, flea markets, and garden stores to operate.

Phase 2A – June 1st   
-    Child care
-    Botanical gardens
-    Outdoor museums and historical sites
-    Outdoor curbside retail for services with minimal contact (shoe repair, dog grooming, etc.)


Phase 2B – June 15th
-    Most indoor retail
-    Outdoor dining
-    Summer camps
-    Private household indoor services
-    Religious services and ceremonies
-    Outdoor exercise classes
-    Professional sports games, tournaments, and other entertainment venues with no spectators
-    Non-emergency medical appointments


Phase 2C – July 13th 
-    Indoor dining with modifications
-    Hair salons and barbershops
-    Real estate open houses (by appointment only)


Phase 3 – Mid-August – to be determined, will be more than one sub-phase 
-    Schools with modifications
-    Bars
-    Other personal services
o    Nail salons
o    Massage parlors

The Shared Spaces program, which Mayor Breed announced on Tuesday, May 26th, will allow neighborhood businesses to share a portion of the public right-of-way, such as sidewalks, full or partial streets, or other nearby public spaces like parks and plazas for restaurant pick-up and other neighborhood retail activity. Outdoor dining is permitted to resume locally on June 15th, and if the State allows outdoor dining by that time, restaurants will be able to apply for a permit to set up tables and chairs in the public right-of-way.

Mayor London Breed Announces New Health Order That Requires Residents And All Workers To Wear Face Covering When Outside And Not In Their Homes 

Today, Mayor London Breed announced that everyone in San Francisco will be required to wear face coverings on most occasions when they are outside of their homes, a step that will be critical to the City’s ability to safely reopen further. The new rule strengthens the existing face covering Health Order by extending it to more activities. Face coverings help to stop droplets that may be infectious, even if the person wearing the mask has no or mild symptoms. By strengthening this form of protection, San Franciscans will be better prepared to participate safely in the gradual reopening of activities as we begin to move out of the health emergency. 

The requirement is a Health Order by Dr. Tomás Aragón, Health Officer of the City and County of San Francisco. The Order is effective at 11:59 p.m. on May 29, 2020. It is informed by the Centers for Disease Control and Prevention guidelines. Previously, the City recommended face coverings on April 2nd, and then required them on April 17th for all essential businesses and in public facilities, on transit and when performing essential work. Now that requirement is expanded to whenever people are outside their homes in most situations in San Francisco, with very limited exceptions.

Face coverings should cover the nose and mouth and fit securely. They can be a manufactured or homemade mask, a bandanna, scarf, towel, neck gaiter or similar item. Cloth face coverings should be cleaned frequently with soap and water.
Masks with one-way valves are not effective because they allow air droplets to freely escape when the wearer exhales. They should not be worn and do not qualify as a face covering under the order. Medical masks – such as isolation masks or N95 masks – are not necessary for the general public. These items are still in short supply and must be reserved for health care workers and first responders.

Essential Workers: Registration For Summer Camps Started Wednesday, May 27, 2020

All essential workers with children, please note that Priority Registration for San Francisco's summer camp programs started yesterday (Wednesday, May 27) but ONLY for participants in the San Francisco Recreation and Park ("SFRPD") Emergency Childcare Scholarship-eligible families. 

For families who are currently on a scholarship or who have been enrolled in emergency childcare can self-register.  For more information about SFRPD's scholarship program, please click here: http://sfrecpark.org/scholarships  

Please apply, these slots tend to fill quickly; please note that SFRPD has also noted that it may take a few days to process all scholarship applications depending on the volume they received. 

For all other applicants-families, including other essential workers, registration begins at 10 a.m. on June 6th, 2020.
This Week California Governor Newsom Announced That California Has Moved Into Phase 3 Of Re-Opening With Hair Salons And Barbershops Being Allowed To Re-Open

This week, California Governor Newsom announced that hair salons and barbershops are now able to reopen their doors in most of California. 

Specifically, note, that it is only counties that have attested to the state that COVID-19 is under control locally that are being allowed to reopen their businesses, effective immediately. So far, as of May 26, forty-seven of California's fifty-eight counties had completed that process. However, nail salons are not allow to reopen yet. Lastly, also included in Phase 3, but not allowed to open at this time yet, are gyms, movie theaters, and professional sports without live audiences.

Hair salons will have to follow a new set of health and safety guidelines, which include, but is not limited, to the following: 

-Staggering appointments to reduce crowding;

-Frequent disinfecting of booths, stations and tools;

-Contacting customers before appointments to ensure they aren't exhibiting symptoms;

-Removing high-touch amenities like magazines, coffee makers from lobbies.

Please Fill-Out The 2020 Census If You Have Not Yet Done So 

Today, we learned that the 2020 Census national response rate is 60.3%. The California response rate is 61.4%. The San Francisco response rate is 58.3%, San Francisco is slightly lagging behind both the national and the State response rate.

Why is the Census important? Because the population of the United States has to be counted every ten (10) years per Article 1, Section 2 of our federal U.S. Constitution. The data collected is then subsequently used to determine the number of seats each state has in the U.S. House of Representatives and how federal dollars are spend and allocated to states and municipalities, among many other things. 

The Census officially began on April 1, only Alaska started January 21.
