California Governor Gavin Newsom Gives COVID-19 Update Plus The Latest Numbers For California And San Francisco  

Today (Monday, July 27, 2020), California Governor Newsom gave his COVID-19 update and the focus of his remarks was California’s Central Valley, but there is much to report. Below, details for your convenience. 




A.    Central Valley 

During today’s update, Governor Newsom announced that eight counties in the Central Valley will receive an investment of $52 million dollars due to an increase of coronavirus cases in that region. Further, the Governor explained that the $52 million is a part of a grant, totaling $499 million, that California was awarded by the  Centers for Disease Control and Prevention (CDC). Lastly, Governor Newsom also announced that “strike teams” will also be deployed to these eight (8) Central Valley counties to support essential workers there, this is the same model that was (successfully) deployed in Imperial County and that focused on transmission. These strike teams consist of members from Officer of Emergency Services, OSHA, and Social Services, among others. 

Those 8 counties in the Central Valley that were the focus of the Governor’s remarks today and that will be receiving the $52 million for testing, contact tracing, isolation, and quarantine efforts are the following: Stanislaus, San Joaquin, Merced, Madera, Fresno, Kings, Tulare, and Kern. 




B. This Past Week California Saw A Record-Breaking Number Of New Cases And San Francisco Is Also Experiencing An Increase in New Cases

For California: 
As of today (July 27, 2020), there are: (1) 460,550 new cases (+1.5% increase); (2) 8,445 total deaths (+0.3% increase); (3) 7,296,578 tests reported. This is the update as of 11AM today (July 27) with data from Sunday, July 26, 2020.

San Francisco: 
As of today (July 27, 2020), there were: (1) 1,288 new cases in the last 14 days (a total of 5,823 total cases); (2) 6 new deaths in the last 14 days (for 56 total deaths); and (3) 58,027 tests reported in the last 14 days.

C. Housing For The Harvest Program Launched In California To Keep Agricultural Workers And Their Families Safe

California has launched a new program – Housing for the Harvest – that will offer temporary hotel housing to farm and food processing workers who need to isolate to COVID-19. 

Who qualifies?

Participants must: (1) work in California food processing or agriculture; (2) meet FEMA non-congregate sheltering criteria (PDF) for COVID-19 (i.e., have tested positive or been exposed as documented by a public health official or medical health professional); and (3) be unable to self-isolate at home.

D. New California Counties Added To The State’s Watch List 

Unfortunately, today Governor Newsom also announced that new counties were added to the State’s watch list. There are now 37 (of 58) counties on the State’s monitoring list, and to get on the list there are six criteria (as of today) used to assess whether a county needs to be listed on our State’s county watch list.

Those six (6) criteria are the following: (1)  Doing fewer than 150 tests per 100,000 residents daily (over a 7-day average); (2) more than 100 new cases per 100,000 residents over the past 14 days or (3) having more than 25 new cases per 100,000 residents and an 8% test positivity rate; (4) 10% or greater increase in COVID-19 hospitalized patients over the past 3 days; (5) fewer than 20% of ICU beds available; (6) fewer than 25% ventilators available. As of today, if a county is on the watch list three days or longer the state will order them to roll back re-opening per the Governor’s remarks.

San Francisco Mayor London Breed Extends Existing Eviction Housing Moratorium 

Today (Monday, July 27, 2020), Mayor London Breed issued an Executive Order that extended San Francisco’s existing residential eviction moratorium for one more month (i.e., July 31, 2020 to August 31, 2020) because of the existing “emergency conditions …. due to the ongoing public health crisis arising from COVID-19 and the economic impacts it has caused[.]” Specifically, the Mayor extended Section 1 of the Twelfth Supplement to the Proclamation issued April 30, 2020.

California’s Capitol (Sacramento) Opens Again – For Five Weeks 

Today, California lawmakers return to Sacramento after the state capitol shut down twice because of the COVID-19 pandemic, our legislators will be in session for five weeks and there is much work to do. The session will end August 31, 2020, unless there is a special legislative session.
