California Governor Gavin Newsom Gives COVID-19 Update 


On Monday, August 17, 2020, California Governor Gavin Newsom provided Californians with a COVID-19 update. Below, a summary of what he announced today. 


The Governor announced that:

1.    After weeks of backlog data, the COVID-19 watch list was updated and unfrozen. 


2.    Five counties have been added to the list since July 25, 2020 – that was the date when the data glitch prompted the list to be frozen – those counties are the following: Sierra, Amador, Calaveras, Inyo, and Mendocino. Note, Santa Cruz county was removed from the list on Friday, August 14, 2020.


However, there are 42 (of the 58) counties where COVID-19 is getting worse and that the California Department of Public Health has created its own watchlist to monitor these counties due to their worsening trends, please click here for more information:

As a friendly refresher, there are six criteria that will land a county on the State’s watch list. Those are:

1. Doing fewer than 150 tests per 100,000 residents daily (over a 7-day average).


2. More than 100 new cases per 100,000 residents over the past 14 days.


3. Or having more than 25 new cases per 100,000 residents and an 8% test positivity rate.


4. 10% or greater increase in COVID-19 hospitalized patients over the past 3 days.


5. Fewer than 20% of ICU beds available.


6. Fewer than 25% ventilators available.


How is the City and County of San Francisco doing as of today? The California Department of Public Health noted the following: 

“San Francisco County  … is experiencing a significant increase in SARS-CoV-2 infections and COVID-19 hospitalizations. Since early to mid-June San Francisco case rates, positivity proportion, and hospitalizations have more than tripled. The Latinx community continues to be the most impacted, but infections have increased in other racial/ethnic groups, in low-income neighborhoods, in younger persons, in lower-wage essential workers, and across the city. Although the county currently has a variance, they paused their reopening two weeks ago. County believes drivers of increases in infections are due to multiple causes including (1) increases in economic activity, movement, and mixing, (2) increases in social gatherings, (3) increases in mixing opportunities for persons from different households, (4) limited compliance to indoor worksite requirements for face coverings, physical distancing, hand hygiene, and environment disinfection, and (5) continuing infections in low-income crowded housing and among lower-wage essential workers. We are developing a comprehensive plan to (a) expand community outreach, engagement, and mobilization with an equity focus, (b) expand education, support, and enforcement of worksites to comply with health and safety requirements, (c) expand and prioritize community testing, (d) expand case investigation and contact tracing, and (e) improve our surveillance and epidemiology efforts to identify the strongest risk factors for infection, and to evaluate our containment efforts. San Francisco's Department Of Building And Inspection (DBI) Announces Changes In Its Internal Permitting And Processing Protocols Effective Today 

Starting today, San Francisco’s Department of Building and Inspection (DBI) implemented some new changes to their existing processes for reviewal of permits. Specifically,  DBI noted that they will temporarily limit the permit types of permits they accept online through the City’s website at:

Why? Temporarily limiting the number of permits DBI accepts online will provide staff there an opportunity to address the permit backlog and to retool the digital permitting system to make workflow and process improvements that will help  increase the efficiency and integrate it with our Permit Tracking System. 


DBI did note that staff there will monitor and evaluate the progress made over these next several weeks before relaunching online permit submissions. 


DBI will continue to offer limited in-person permit services for Over-the-Counter applications. Starting Monday, August 17, 2020 (today), DBI will offer customers drop-in tickets to drop off fire-only permits during the time DBI processes Over-the-Counter without plans applications from 7:30 a.m. to 9:30 a.m. Customers can contact DBI’s Customer Service team at dbicustomerservice@sfgov.org if you have any questions about their previously submitted permit application(s).

What does this mean for you? A summary below. 

Starting on Monday, August 17, 2020, DBI will no longer offer online permit submission for Over-the-Counter projects.  All Over-the-Counter (OTC) projects will be processed in paper.  You can find more information on the limited in-person services we offer and a description of permit types here:

●    Over-the-Counter (OTC) without plans:  Starting August 17, we will no longer accept online permit applications for OTC without plans permits.  Customers can register through Eventbrite for drop-in permit services Monday through Friday from 7:30 a.m. to 9:30 a.m.  We currently offer 40 tickets per day for customers to drop in to get an OTC permit without plans.  This service is limited to two permits per customer per day.


●    Over-the-Counter (OTC) with plans previously submitted online:  Starting August 17, we will no longer accept online permit applications for OTC with plans permits.  Many customers have already applied online for an OTC permit with plans.  If you applied online for an OTC with plans permit, the Permit Center will contact you next week to offer you an appointment to submit your permit application in paper.  Appointments to drop off OTC with plans permit applications in paper are scheduled Monday through Friday from 9:30 a.m. to 3:30 p.m.  This service is limited to two permits per customer per appointment.



●    Submitting new Over-the-Counter with plans:  If you have a new permit application for an OTC with plans permit, you will have the opportunity to make an appointment to drop off your permit application.  Next week, we will post information on how to make an appointment for new project drop-off.


In-House Review Permits
Larger and more complicated projects that are not eligible for Over-the-Counter review are brought in house for review.  If you previously submitted an in-house review permit application online, you will remain in the queue for permit processing.

New 100% affordable housing projects, new permits for Development Agreement projects, and addenda and revisions for existing digital in-house permits can be submitted online here. 

If you have a new permit application for an in-house review project, please email dbicustomerservice@sfgov.org with the following information about your project:
●    Contact Information (applicant name, phone number and email)
●    Property Address (lot and block or APN number)
●    Short description of the scope of work
We will contact customers to begin the pre-screening process in the order received. Note that we have received a large number of in-house review permit applications, so it may take us a few weeks to get back to you.



Fire-Only Permits
Starting August 17, we will no longer accept online permit applications for Over-the-Counter fire-only permits.  If you are applying for a permit that requires Fire Department review only, you can drop off your fire-only permit application (Form 3 or 8) Monday through Friday from 7:30 a.m. to 9:30 a.m.  Customers can register through Eventbrite for fire-only permit drop-off.  We currently offer 40 tickets per day for customers to drop in to get an OTC permit without plans or to drop off a fire-only permit application.


If you previously submitted online for a fire-only permit, the Permit Center will contact you next week to offer you an appointment to submit your permit application in paper.



Other Emergency Projects
We will continue to accept permit applications for emergency projects.  Examples of emergency projects include damage to a building from a fire or flooding, compromised gas lines or sewers, foundation or structural issues or other serious issues affecting the habitability of a building.  If the permit you’re filing is in response to an emergency event at your property, please contact DBI at dbi.emergencyresponse@sfgov.org for assistance.  


Permit Pick-Up and Issuance
Customers can drop in between 9:30 a.m. and 3:30 p.m. to pick up permits after we’ve contacted you that your permit is ready for pick-up. To complete the permit issuance process, payment is required and can be made online or you can forward a check to DBI. When your permit is ready for issuance, you will receive an email invoice with information on how to pay online. If you have questions or need help, please contact dbicustomerservice@sfgov.org for assistance.


Trades Permits 
Trades permits (electrical plumbing, mechanical and boiler-to-operate) are offered online using a contractor account or by emailing dbi.iprrequest@sfgov.org and are not available during drop-in times.


●    If you have a DBI contractor account online, visit here to start the online permit process. 


●    If you don’t have an online contractors account, you can email DBI staff to file your trades permit. B license contractors filing trades permits and homeowners needing to file a permit can also email staff at this address.


●    If you are a licensed contractor qualifying for online permit submission and would like to set up an online account, visit here to start the registration process. 


DBI and the Permit Center understand that the delays in permit services caused by the pandemic and issues related to digital permitting have resulted in significant challenges for anyone seeking a building permit. San Francisco Announces Health Order Allowing Select In-Person Activities For Children And Youth

Mayor London N. Breed and the Department of Public Health today announced a new Health Order that will pave the way for San Francisco’s children and youth to return to some in-person activities. As the school year begins with distance learning, educational and recreational programs for youth are critical to early educational and developmental equity, family social and economic well-being, and economic recovery. The health, safety, and continuity of learning of children and youth, especially in low-income communities, is a top priority for the City.   


The Health Order issued today allows educational and recreational programs that provide care or supervision for school-aged children to operate starting immediately if certain standards are met. These standards include limited capacity, masking, social distancing, health monitoring, and cleaning protocols. This Order allows the Community Learning Hubs led by the San Francisco Department of Children, Youth and Their Families (DCYF) to operate starting Monday, September 14th.  


Enrollment will prioritize connecting high need children and youth to a Community Learning Hub in their neighborhood. DCYF is working closely with the Recreation and Parks Department, the San Francisco Public Library, HOPE SF, the Human Services Agency and other City and School District partners to identify children and youth in need of support and focus to help them continue to learn and thrive. 


Focused enrollment for the City’s Community Learning Hubs will begin on Monday, August 24, and will be offered to select families based on priority population criteria which includes HOPE SF, public housing; homeless youth; foster care youth; English language learners; low-income African American, Latino, Pacific Islander and Asian families. The priority eligibility characteristics include applicants who are multi-system involved, who indicate they have no internet access and who are without a digital learning device. The Hubs will begin operating on Monday, September 14, initially serving K-6 students. 


Lastly, the Health Order implements the prohibition under the State Health Order on in-person learning for TK-12 schools until San Francisco is off the State’s monitoring list for 14 consecutive days. At this time, the City remains on the State’s COVID-19 watch list due to the performance of the health indicators. In addition, the City continues to assess the implications of the State-wide technical issues with the laboratory data reporting system. That work consists of confirming that the City has received the complete set of laboratory results for all tested residents to prevent underreporting. San Francisco is reviewing guidelines and key public health indicators before moving forward with a waiver application process.

Walk-In Appointments For San Francisco Outdoor City COVID-19 Testing Sites Suspended For The Remainder Of The Day Due To Lighting Strikes -- The Excelsior Site Included 
  
Due to the heightened and ongoing safety risk of lightning strikes in the San Francisco Bay Area and the recommendations from the National Weather Service, S.F. Fire Department, and S.F. Department of Public Health, all outdoor COVID-19 City testing sites will be suspending walk-in testing for the remainder of the day, Monday, August 17, 2020. Sites will remain open for scheduled drive-through testing appointments.   
  

The suspension of walk-in appointments applies to the following City testing sites:  
•    Embarcadero, Pier 30/32  
•    SOMA, 600 7th Street  
•    Excelsior, Pop-up Mobile Testing Site  
  

Additionally, the following testing sites at City health clinics will remain closed:  
•    Castro/Mission Health Clinic  
•    Potrero Hill Health Clinic   
•    Southeast Health Clinic    
•    Maxine Hall  

  
Sites intend to resume full operations and accept walk-in appointments tomorrow, Tuesday, August 18, 2020. The City will continue to monitor weather conditions and consult with experts to determine if any other actions are needed.

ALERT: The California Independent System Operator (ISO) Issues Flex Alert, Calls For Statewide Conservation, And Tells Consumers To Prepare For The Likelihood Of Rotating Electric Outages From Today Through Wednesday, August 19, 2020, 10AM-3PM

On August 16, 2020, the California Independent System Operator (ISO) issued a statewide Flex Alert, a call for voluntary electricity conservation, beginning yesterday (Sunday, August 16, 2020) and extending through Wednesday, August 19, 2020. The Flex Alerts are in effect from 3 p.m. to 10 p.m. each day.


Consumers are urged to lower energy use during the most critical time of the day, 3 p.m. to 10 p.m., when temperatures remain high and solar production is falling due to the sun setting. 


Extended periods of heat also can cause generator equipment failures that can lead to more serious unplanned losses of power.


 Between 3 p.m. and 10 p.m., the ISO is urging consumers to: 

• Set air conditioning thermostats to 78 degrees, if health permits. 
• Defer use of major appliances. 
• Turn off unnecessary lights. 
• Unplug unused electrical devices. 
• Close blinds and drapes. 
• Use fans when possible.
