California: COVID-19, Wildfires, and New Statewide Tenant and Landlord Resources


 

a. COVID-19 Update


As of September 7, 2020 at 11:00AM with data from September 6, 2020 California had: (1) 735,235 cases of COVID-19; (2) 13,725 deaths. Further, California Governor Newsom, during his press briefing today, announced that the positivity rate (i.e., the percentage of people who test positive for the virus of all of individuals who are tested and serves as a key indicator of how severe the coronavirus pandemic is) dropped to 3.8%, that is almost half of what it was a month ago. Lastly,  as of today, we learned that there are 33 counties in purple, 14 in red, 9 in orange, and 2 in yellow. Recall, this past week a new color-coded (statewide) metric was launched, purple is "widespread" (most restrictive), red is "substantial", orange is "moderate", and yellow is "minimal" (least restrictive). Currently San Francisco, along with Napa  and Santa Clara, are in the "red" category.

b. California (Record-Breaking) Wildfires Update: State Of Emergency Declared In Five Counties 

As of today, Tuesday, September 8, 2020, there are 14,00 firefighters battling 25 major wildfires (statewide) that in total have burned 1.8 million acres (a record for California) and, in that process, 3,300 structures have been destroyed so far. Unfortunately, Cal. Fire also announced that eight (8) people have died because of the wildfires. 

Further, also announced today, by California Governor Gavin Newsom, we learned that five counties have been declared a state of emergency, those counties are: Fresno, Madera, Mariposa, San Bernardino, and San Diego.

c. New Statewide Protections for Tenants and Landlords 

“Housing is Key” is a new resource that provides resources for Californians to stay in their homes during COVID-19 and beyond, there are resources for both tenants and landlords. Please see below. 

Tenants:
The Tenant, Homeowner and Small Landlord Relief and Stabilization Act of 2020 went into effect on September 1, 2020. This new law is meant to protect renters and landlords who can’t pay their rent or mortgage due to the coronavirus.

d. San Francisco’s Extreme Heat and Weather Relief Center Information  

To fight the string of ongoing fires and extreme heatwave this Labor Day Weekend, the City and County of San Francisco announced Weather Relief Centers throughout the city, those are now closed as of today. However, we will be monitoring the announcement of any centers re/opening since we are still experiencing dry heat.

Car Sideshows

On Monday, September 7. 2020, we learned that one person had died and two others were injured during the early hours of that day following a shooting in District 11’s Excelsior neighborhood. This, after police officers were on the scene responding to a car sideshow by the vicinity of Paris Street and Russia Avenue. The three victims were found nearby, as local media outlets reported, at Mission Street and Persia Avenue. Please note, that the San Francisco Police Department HAS NOT confirmed whether the shooting is connected to the sideshow, that is an ongoing investigation. And, as of today, no suspects have been arrested in the shooting. 

Please note, the San Francisco Police Department is asking that anyone with information as to what may have occurred to call 415-575-4444 or text a tip to TIP411 and begin the text message with SFPD.

Due to the ongoing and increasing number of sideshows, please know that Supervisor Safai is currently working on legislation, in partnership with all relevant City agencies and departments (e.g., San Francisco Public Department, City Attorney’s Office) to craft a legislative solution to these dangerous stunts. Lastly, Supervisor Safai is also working on  organizing a town hall with Ingleside Police Station Captain Woon; more details to come soon.

S.F. Public Works (3-1-1) Reminder: Together We Can Clean-up District-11

District 11 constituents, please note that if you see trash or bulky items on the street you can report it via the SF311 App, if you have a smart phone.
 
Note, once you download the app you can have large items cleaned up as well as garbage and trash. To do so, please follow the following steps: 
 

  1. Go to "New Request"
  2. Click "Street and Side Walking Cleaning"
  3. The next step is for you to take a picture of the item and, once you do, the app will use your navigation system to determine its location and then request you hit "Submit."

 
Lastly, Recology has a agreement with the City to pick it up within 4 hours. If the item is not picked up, please let us know at  Safaistaff@sfgov.org. Thank you.
