A Message From The Supervisor:
December is finally here, and we are nearing the end of 2020. This newsletter has been my bridge to you all, my District 11 family and constituents during the pandemic. Early in the pandemic, we were sending out the newsletter 3 times a week because information was constantly changing and evolving. Now, we are sending the newsletters out approximately 2 times a week. Starting January 2021, I want to inform you we will be sending newsletters once a week on Mondays starting Monday, January 4, 2021.
While this has definitely been a year for the history books, I believe this year has also forced us to slow down and reflect on what we have and for us to enjoy the simpler things in life; like going for a walk in our many parks in District 11 or having a socially distant conversations with our neighbors. Within my personal reflection and growth this year, I feel like I have grown exponentially as a community leader and public servant. I have had interactions with so many of you in all the neighborhoods I serve. I have received invaluable feedback on how to better support our district in my next four years as your District 11 Supervisor. I wanted to let my District 11 family know I heard you and I plan to work even harder to get the residents of District 11 greater access to city resources.
In addition, I also want to inform you all, my D11 family, that there have been changes in my staff. On Monday, November 30, 2020, I welcomed two new staff members to my team, Lauren Chung and Geoffrea (Jah-free-ah) Morris.
Suhagey Sandoval is no longer with my office. I appreciate her tremendous contribution to our district for the past four years. As for Monica Chinchilla, she is currently celebrating the healthy birth of Baby Camilla. She arrived a week after the November election. I am happy to report both Monica and the baby are doing well and Monica sends her love.
Although our City Hall Office is closed to the public due to the ongoing COVID-19 pandemic, we are still here to serve you. COVID-19 Updates
Local Changes
Today, Friday, December 4, 2020, Mayor London Breed and Director of Health Dr. Grant Colfax announced San Francisco will join Bay Area Counties, Alameda, Contra Costa, Marin, Santa Clara and the City of Berkeley, in preemptively accepting and implementing Governor Gavin Newsom’s Stay-at-home order.
On December 3, 2020, Governor Newsom announced a projected statewide stay-at-home order that would be based on the availability of hospital beds dropping below 15 percent. Per the Governor, the order would take in effect in regions where the intensive care units (ICU) capacity dropped below 15 percent. The Governor divided the state into five regions: Bay Area, Northern California, Greater Sacramento, San Joaquin Valley, and Southern California. According to the Governor’s projections, the Bay Area region is expected to fall below the 15 percent ICU capacity by mid-December which would activate the Governor’s stay-at-home order. As for the remaining regions of the state, he expects them to drop below 15 percent earlier in the month.

On November 29, 2020 San Francisco entered into the purple tier. This is the state’s most restrictive reopening tier according to the Calfornia’s Blueprint for a Safer Economy. This was due to an aggressive surge in COVID-19 cases. The City’s daily cases have nearly quadrupled in the past month.
According to Mayor Breed’s Friday, December 4, 2020 Press Release, starting at 10p.m. on Sunday, December 6, San Francisco will close all personal services, outdoor dining, public outdoor playgrounds, outdoor museums, zoos and aquariums, drive-in theaters, and open-air tour buses and boats. Additionally, San Francisco will stop all fitness centers and personal training gyms and limit outdoor gyms and outdoor fitness classes to a maximum group of 12 people at a time.
The city will limit any outdoor gatherings to members of the same household up to 12 people.
San Francisco’s Health Order is expected to be in effect through January 4, 2021.

Supervisor Safai Celebrates the 100% Affordable Housing Development Project on Balboa Park Upper Yard
A month ago we celebrated the ceremonial groundbreaking of a 100% affordable project at Balboa Park Upper Yard (“BPUY”). This project will consist of 131 affordable homes on this site and will feature a revamped Balboa Park BART station plaza as part of the design. The project is slated to be completed in 2023 and will also include a number of community benefits, including a licensed early childhood education center with an outdoor activity area and a family resource center.
BART and Mission Housing are hosting a virtual update on the Balboa Park BART Plaza Design via zoom. The next session is tomorrow, Saturday, December 5 at 10-11am. Please register using the following link.

SFMTA Warns of the Chances of Service Cuts and Layoffs Rise Due to Budget Impacts
At the SFMTA Board meeting earlier this week, the Director of Transportation discussed how the pandemic has caused catastrophic revenue losses, and the SFMTA does not expect revenues to return fully for years to come. While the SFMTA is in a stronger financial position than our peer transit agencies, and we’ve worked to realize more than $100 million in savings during the pandemic, we are projecting the need for substantial service cuts and layoffs to make up for projected revenue losses of $607 million.
Our District 11 Office will continue to keep you updated on MUNI services as they may change in the near future.

101 Alemany Project | Overnight Lane and Street Closures
Caltrans is scheduled for overnight lane closures on Northbound (NB)
and Southbound (SB) U.S. 101 approaching Alemany Blvd for the month of December from 10 PM to 6 AM Monday though Friday with occasional weekend work as crews complete follow up work on the highway. Additionally, lanes below approaching the Alemany Circle on Alemany Blvd continue to be reduced 24/7 also for follow up work.
Note: overnight lane closures on 101 will not take place on the following days, however please reduce your speeds as crews will still be working on the shoulder(s): Thursday, December 24 | Friday, December 25 | Saturday, December 26 | Thursday, December 31.

Knoll Diversity Advancement Design Scholarships for Black Students
Deadline to apply: January 14, 2021 3:00 pm CT
Knoll Foundation has established a scholarship program to assist students who identify as black that reside in the United States and Canada who plan to continue their education in a college or vocational school in a design-related program.
This program is administered by Scholarship America®, the nation’s largest designer and manager of scholarship, tuition assistance and other education support programs for corporations, foundations, associations, and individuals. Awards are granted without regard to religion, sexual orientation, age, gender, or disability.
Youth Film Uprising Festival
Submissions are currently open to apply to the Youth Film Uprising Festival, San Francisco’s first youth-led film fest started by a group of alum from Bay Area Video Coalition (BAVC). No prior experience is needed and your film doesn’t need to be polished, we believe anyone can be a filmmaker as long as they have a story. First-time filmmakers, those planning to use their phone to make a film, and anyone with interest is encouraged to apply!
